Chapter I General Provisions
Article 1 In order to standardize the recruitment of non-commissioned officers directly from non-military departments (hereinafter referred to as the recruitment of non-commissioned officers), improve the overall quality of non-commissioned officers and enhance the combat effectiveness of the troops, these Provisions are formulated in accordance with the Military Service Law of People's Republic of China (PRC) and other relevant provisions.
Article 2 The term "enlisting non-commissioned officers" as mentioned in these Provisions refers to enlisting graduates from ordinary institutions of higher learning and other citizens with professional skills to serve as conscripts in the army.
Article 3 The recruitment of non-commissioned officers should be based on the needs of building an information-based army and winning an information-based war, adhere to the principles of ensuring key points, matching majors, enriching grassroots units, and recruiting consistent officers, and fully rely on national educational resources to recruit high-quality non-commissioned officers for the army.
Article 4 The General Staff Department, the General Political Department, the General Logistics Department, the Ministry of Education, the Ministry of Public Security, the Ministry of Health, the Ministry of Civil Affairs, the Ministry of Finance and Ministry of Human Resources and Social Security shall, according to their functions, do a good job in recruiting non-commissioned officers. The specific work of recruiting non-commissioned officers is undertaken by the conscription office of the Ministry of National Defense.
The conscription office is responsible for guiding, coordinating, inspecting and supervising the recruitment of non-commissioned officers in this region.
Conscription offices at all levels and counties are responsible for the recruitment of noncommissioned officers within their respective administrative areas.
Article 5 The professional and quantity requirements for the annual recruitment of non-commissioned officers by the whole army shall be put forward by the military affairs department of the General Staff Department. Units at or above the regimental level shall, according to the allocation of non-commissioned officers and the actual needs, report the professional and quantitative requirements for recruiting non-commissioned officers step by step.
Article 6 The funds required by local conscription offices at all levels to recruit non-commissioned officers shall be included in the conscription funds by local finance to ensure it. According to the recruitment method of conscripts, the professional training funds are implemented according to the military training fee standards issued by the headquarters and included in the related business fund guarantee. The travel expenses required for recruiting noncommissioned officers shall be settled and reimbursed according to the relevant provisions on the management of military travel expenses, and the funds included in the military transportation plan shall be handled according to the military transportation payment channels.
Chapter II Recruitment Objects and Conditions
Seventh recruits to study or engage in professional should meet the needs of the army. Among them, the graduates of flexible employment institutions of higher learning who graduated from institutions of higher learning, who have carried out vocational skills appraisal of their majors, shall obtain the vocational qualification certificate issued by the state at or above the intermediate level; Other citizens with professional skills should be professional technicians engaged in the production and maintenance of weapons and equipment. They have received professional training in professional technical schools or training institutions for two years, engaged in professional work for 1 year, and obtained vocational qualification certificates at or above the intermediate level issued by the state.
Article 8 The political and physical conditions of new recruits shall be implemented in accordance with the relevant provisions on the recruitment of conscripts. Under the same conditions, priority will be given to party member, student cadres, model workers, winners of national scientific and technological progress awards, children of soldiers and martyrs who have made outstanding achievements in academic and scientific research.
Article 9 Graduates recruited by ordinary institutions of higher learning should be unmarried and under the age of 24, among whom women are under the age of 23; Other citizens with professional skills are under the age of 28. If it is necessary to relax the age because of the special circumstances of the army, it will be determined separately in the year of recruiting non-commissioned officers.
Chapter III Recruitment Procedures
Article 10 The recruitment of non-commissioned officers shall be handled in accordance with the procedures of registration, physical examination, political examination, professional examination or assessment, signing an agreement, approving enlistment, and handing over transportation.
Eleventh applicants should apply in person and register in the county (city, district) recruitment office where their permanent residence is located; Graduates of ordinary colleges and universities can also register in the recruitment office of the county (city, district) where the school is located.
Article 12 The physical examination and political examination of recruits shall be conducted in accordance with the method of recruiting conscripts.
Article 13 For graduates of ordinary colleges and universities who have passed the physical examination and political examination, the recruitment office at or above the county level shall, jointly with relevant departments or universities, conduct professional examination and approval, and fill out the Approval Form for Recruiting Non-commissioned Officers with Academic Qualifications (Annex1); Other citizens with professional skills who have passed the medical examination and political examination shall be professionally assessed by the conscription office and the conscription army at or above the county level. The contents and standards of professional assessment shall be formulated by the recruiting troops, and the examiner shall comprehensively evaluate the professional and technical level of the candidates and fill in the Professional and Technical Assessment Form for Recruiting Non-commissioned Officers (Table 2).
Article 14 Those who pass the physical examination, political examination, professional examination or professional assessment shall be comprehensively weighed by the conscription office at or above the county level, and approved to serve in active service on the basis of merit, and an Agreement on Recruiting Non-commissioned Officers shall be signed (Annex 3).
Fifteenth county (city, district) recruitment office shall publicize the list of non-commissioned officers for not less than 10 days.
Sixteenth county (city, district) conscription office is responsible for the formalities of enlistment, and issued a notice (citizen enlistment notice) to inform the public security organs where their permanent residence is located to cancel their accounts. After receiving the notification letter, the recruitment office of the county (city, district) where the school is located shall notify the public security and civil affairs departments to handle matters such as cancellation of household registration, preferential treatment for dependents, retirement and resettlement, and fax or send the receipt to the county (city, district) where the school is located. Families recruiting non-commissioned officers enjoy military treatment in the local area with the notice of enlisting citizens.
Article 17 The handover of recruiting non-commissioned officers shall be carried out in accordance with the provisions on recruiting conscripts. The receiving personnel dispatched by the army arrive at the receiving area before the start of the recruited sergeant, and are responsible for receiving the recruited sergeant back to the army. The conscription office of a province (autonomous region or municipality directly under the Central Government) shall choose a city with a relatively concentrated number of non-commissioned officers to hand over to the army. The handover time is from the time when troops are stationed to the time before departure, and the specific time shall be agreed by the conscription office of the province (autonomous region or municipality directly under the Central Government) and the units at the corps level.
Eighteenth provinces (autonomous regions and municipalities directly under the central government) conscription office shall submit the transportation plan to the military representative office in railway 15 days before the departure date. The same date, the same station, the same number of trains, I want to take 80 people or more than 60% of the starting transportation, according to the military transportation plan; Other sporadic transportation shall be handled according to the ticket purchase plan. Transit transportation should be reported to the railway garrison agency where the transit station is located 15 days before the transit date, and handled according to the ticket purchase plan.
Article 19 The collection of non-commissioned officers' archival materials includes: the collection of non-commissioned officers' enlistment approval, the collection of non-commissioned officers' political examination forms, the collection of non-commissioned officers' physical examination forms, the collection of non-commissioned officers' academic qualifications examination forms or the collection of non-commissioned officers' professional and technical evaluation forms. Recruited graduates of ordinary colleges and universities should have their school records, and other citizens with professional skills should have their work records.
Article 20 The style, printing and management of the Approval Letter for Recruiting Non-commissioned Officers, the Political Physical Examination Form for Recruiting Non-commissioned Officers and the Physical Examination Form for Recruiting Non-commissioned Officers shall be implemented with reference to the Measures for Recruiting Compulsory Soldiers. "Professional Examination Form for Recruiting Non-commissioned Officers" and "Professional and Technical Examination Form for Recruiting Non-commissioned Officers" are uniformly printed and managed by the conscription offices of all provinces (autonomous regions and municipalities directly under the Central Government).
Article 21 Non-commissioned officers with complex professional skills and long training period can be recruited by means of directional training depending on ordinary colleges and universities as needed, and specific measures shall be formulated separately.
Chapter IV Quarantine Examination and Training Use
Article 22 Upon arrival in the army, the enlisted noncommissioned officers shall undergo quarantine inspection and reexamination. Those who fail to pass the inspection shall be returned to the original place of enlistment, specifically in accordance with the relevant provisions on the recruitment of conscripts. County (city, district) recruitment offices and troops shall promptly review the academic qualifications and professional qualifications of the enlisted non-commissioned officers. Education, professional qualification fraud or professional and conscription plan does not match, with the approval of units at the corps level, returned to the original recruitment of provinces (autonomous regions and municipalities directly under the central government) conscription office, by the provinces (autonomous regions and municipalities directly under the central government) conscription office after investigation to receive. Due to academic qualifications and professional problems, the period shall not exceed 60 days. Academic qualifications and professional qualifications that are fraudulent may still be returned before the rank of noncommissioned officer is awarded for the first time.
Twenty-third recruit noncommissioned officers quit for some reason, the county (city, district) recruitment office to cancel their enlistment procedures, the local public security organs should be placed. Colleges and universities should receive their student status files and make arrangements according to the regulations of graduates. Non-commissioned officers who were employees of enterprises and institutions before enlisting shall be allowed to resume their jobs and reissue their wages, bonuses and various subsidies.
Twenty-fourth recruits should organize on-the-job training, which should be included in the annual military training plan of the army and implemented in three stages: on-the-job training, pre-job professional training and on-the-job training, each of which lasts for two months. Among them, on-the-job training is organized by units above the corps level in a unified and centralized manner, to educate our army on its nature, purpose, tasks and glorious traditions, to learn the rules and regulations of the army, and to complete military training in the same subject. Pre-job professional training shall be organized by units at or above the regimental level in a unified way, focusing on the training of their professional posts in the army; Post follow-up training is organized by teams and groups, and practical training is carried out in their assigned professional posts. After the end of each training stage, the training unit will assess and identify the recruited non-commissioned officers, and they can only take up their posts after passing the assessment, and the assessment and identification will be recorded in my file. If the exam fails, make-up training will be conducted.
Article 25 The allocation and use of recruited non-commissioned officers shall be uniformly distributed to professional and technical posts with brigade (regiment) level troops as the main body in accordance with the principles of ensuring the key points of licensing by units at the corps level, matching professional posts and consistent recruitment. The assigned noncommissioned officers should be arranged scientifically, used rationally and give full play to their technical expertise.
Chapter V Appointment and Promotion
Twenty-sixth recruit noncommissioned officers to determine the grade, rank and promotion, by the unit in accordance with the provisions of the authority issued orders. The time for the first award was unified as the time for the selection of non-commissioned officers of the whole army in that year.
Article 27. Recruited non-commissioned officers are awarded for the first time, and the years of study in institutions of higher learning are included in the active service time, and orders are issued according to the non-commissioned officers selected by the army that year; Among them, other citizens with professional skills should also be included in their active service time in professional work. See Annex 5 for the specific comparison table.
Article 28 The enlisted non-commissioned officers shall be at least one rank higher. Under special circumstances, upon my own application and the approval of units at or above the corps level, I can arrange for early retirement from active service. Individuals who have not reached the prescribed minimum service life and insist on retiring from active service should be discharged as conscripts after being persuaded by the army to be ineffective.
Article 29 Non-commissioned officers who have performed well during their service in the army and meet the relevant provisions of the General Political Department may be directly selected as officers.
Chapter VI Treatment
Thirtieth recruits noncommissioned officers who have been approved to serve in active service are awarded the rank for the first time, and are paid the allowance for recruits according to the standard of conscripts. The corresponding salary standard for non-commissioned officers shall be implemented from the month when the non-commissioned officers' orders are issued.
Article 31 When determining the starting salary standard for the first commissioned noncommissioned officers, the salary scale is higher than that of the noncommissioned officers selected by the army in that year 1, and the salary scale is higher than that of full-time junior college or undergraduate degree by 2. See Annex 5 for the specific comparison table.
Article 32 Clothing for recruiting non-commissioned officers shall be uniformly distributed by the army according to the supply methods and standards for new recruits after enlistment.
Article 33 Non-commissioned officers who meet the requirements for retirement, transfer to other jobs or demobilization shall be retired, transferred to other jobs or demobilized respectively in accordance with relevant state regulations; Those who meet the conditions of retirement or transfer to other jobs may also be demobilized if they request demobilization. Those who meet the requirements of changing jobs and retire from active service through changing jobs, or those who meet the requirements of retiring or changing jobs and retire from active service through demobilization, shall be resettled by their parents, spouses or their parents in counties (cities, districts) with permanent residence or the people's government at the next higher level; Other retired from active service by way of demobilization, unable to be discharged, transferred to other jobs or demobilized for some reason, shall be accepted by the people's government of the county (city, district) where the parents' permanent residence is located when they join the army.
Chapter VII Reward and Punishment
Article 34 People's governments at higher levels, military service organs and relevant military departments shall reward units and individuals that have made contributions to the recruitment of noncommissioned officers.
Persons responsible for recruiting non-commissioned officers who commit any of the following acts shall be punished in accordance with the Regulations of China People's Liberation Army on Disciplinary Actions and relevant laws and regulations:
(a) do not implement the recruitment plan, or work sloppy, dereliction of duty;
(two) lax control, lowering the standard of conditions, resulting in withdrawal or affecting the quality of recruitment;
(3) Accepting bribes, engaging in malpractices for personal gain or abusing power.
Chapter VIII Supplementary Provisions
Article 35 The military units at the district level mentioned in these Provisions refer to the military regions, arms and services, the General Staff Department, the General Political Department, the General Logistics Department and the General Armament Department.
Article 36 These Provisions shall apply to the Chinese People's Armed Police Force.
Article 37 These Provisions shall come into force as of X, 2009. Where other provisions are inconsistent with these Provisions, these Provisions shall prevail.
