Through the "five-color" pairing assistance activities of party member volunteers, migrant workers' children, left-behind children in rural areas, single mothers, women workers with difficulties and the disabled, we will guide the cadres in party member in the whole region to practice the mass line, truly penetrate the grassroots and families, and send warm care to the disadvantaged groups. Combined with the current situation and characteristics of people's livelihood development in Zhong Kai High-tech Zone, a series of policies such as education, medical care and housing security for migrant workers with difficulties are formulated in a targeted manner, so that they can truly feel the fruits of economic and social development in Zhong Kai High-tech Zone. The first is education funds. We will implement preferential policies such as "Excellent Migrant Workers Rooting Project" and integral enrollment, solve the degree problem for eligible migrant workers' children, relieve their tuition pressure by contacting schools, reducing part of tuition fees or donating school supplies, and promote educational equity. Chen Jiang Street Youth Village is located on both sides of Zhong Kai Sixth Road, covering an area of 8 square kilometers. It has jurisdiction over 24 villagers' groups such as wucun, Luogengpan, Tanglian, He Ling, Xiapu, Houpi and Dalongwei, with farmers10.3 million and a total population of nearly 20,000, including 5,200 registered residents and nearly10.5 million permanent residents (migrant workers). According to statistics, there are about 500 people over the age of 60 in the youth village, and 105 people are poor and unable to work due to illness. The old, weak, sick and disabled people generally reflect the problem of "difficult to see a doctor" and "expensive to see a doctor". Since the mass line education and practice activities were carried out, the youth village committees have adopted the system of two committees' cadres contracting villages to join households. Through interviews and door-to-door talks, people who reported the problems of "difficult to see a doctor" and "expensive to see a doctor" accounted for more than 10% of the total number of visitors. Before the establishment of youth clinics, most villagers had to choose private clinics in the village for medical treatment because they were far away from urban hospitals and the cost was high. Therefore, the market demand of various private small clinics is huge, but the quality is mixed, and due to the limitations of medical quality, management, service, equipment, price and other conditions, people are often not satisfied, and even many contradictions between doctors and patients appear. After the youth clinic was put into use, it won the trust of the masses with its complete licenses, perfect services, relatively complete medical equipment and preferential prices. When everyone is sick, they gather in youth clinics, and the number and frequency of going to informal clinics and small clinics are greatly reduced compared with the past. The safety of life and property has been reliably guaranteed, and the contradiction between doctors and patients has been relatively reduced, effectively maintaining social stability and harmony.

As a traditional way to help the poor, financial subsidies can only solve the urgent needs. Youth village rents out idle village committees to enterprises, not simply charging rent, but subsidizing outpatient clinics with rent, which enhances the attractiveness of enterprises' investment, encourages enterprises to invest in outpatient clinics, and is willing to provide services to the masses at a price lower than the market price, effectively alleviating the problems of "difficult to see a doctor" and "expensive to see a doctor" of villagers.
