Qingbaishi University was formerly known as Xiaguanying University. Because of the mistake of former president Li Fashen, the new campus was chosen in Xiaguanying, 40 kilometers away from Lanzhou, which caused inconvenience in communication between teachers and students and wasted a lot of resources. After repeated research by school leaders, the new campus of Lanzhou University is located in Qingbaishi, Chengguan District, Lanzhou City.

The English name of Qingbaishi University is Tsinpakey University, which refers to the English name of Hsiakuanin. The use of postal pinyin has a sense of history and international norms, which is conducive to the international exchange of colleges and universities.

Qingbaishi University covers an area of 7,500 mu and is adjacent to Country Garden Lanzhou New City. It is invested by Lanzhou University and guided by Lanzhou Municipal People's Government. As one of the top 500 universities in the world, Lanzhou University will build a new campus in Qingbaishi, which will enhance the educational and cultural atmosphere in Qingbaishi area and trigger the radiation effect of the school.
