(2) Doctoral students graduated from the top 200 universities in the world newly introduced by economic universities;

(3) Full-time doctoral students newly introduced by scientific research institutes, medical institutions stationed in the economy, and cities, districts (including the management institutions of the towns and streets) and county institutions;

(4) Full-time doctoral and postgraduate students newly introduced by the enterprise.

Subsidy conditions

(1) talents should meet the following conditions

1. Talented families, economically without their own houses;

2. Actually renting a house economically. Self-owned housing of talented families refers to: housing with legal property rights; Public rental housing; Housing that has been registered online; Houses that have signed the demolition and resettlement agreement but have not moved back; Housing that has participated in the examination and approval of housing reform but has not been registered; Housing that has been transferred or enjoyed the monetary demolition policy for less than 3 years; Other houses actually acquired.

Article 2 Talents in categories (2), (3) and (4) shall meet the following conditions:

1. The graduation time shall not exceed 3 years;

2. Sign a labor contract (employment contract) with the employer for 3 years or more, and pay social insurance normally.

Declaration process

Entry for declaration: China Jinan Talent Network, high-level talent residence and rental subsidy declaration system.

Declaration process:

(1) The employing unit conducts online registration, and after the registration is completed, it opens the account and authority for individual declaration of talents.

(2) After logging in, fill in the personal information according to the system requirements, upload the original scanned copies of relevant materials and submit them to the employer.

Relevant supporting materials mainly include:

1. ID card;

2. Domestic graduation certificate, degree certificate, "Online Verification Report of Student Status of the Ministry of Education" or "Foreign Academic Degree Certificate" issued by the Ministry of Education;

3. Housing lease contract (required for talents of Class A, B, C and D).

(3) The employer shall review the authenticity and completeness of the information and uploaded materials submitted by the applicant, and submit them to the County Human Resources and Social Security Bureau according to the principle of territoriality.

Review. The district and county people's social security bureaus immediately accepted it and made a preliminary comparison through system data. If the comparison of relevant information is unsuccessful, it will be manually reviewed, and the review period will be 5 working days. After the preliminary examination, with the consent of the office of the leading group for talent work in the county, it will be reported to the Municipal Human Resources and Social Security Bureau for final examination. After verification by the Municipal Human Resources and Social Security Bureau, it was approved.

Approved. The list of approved talents will be publicized on Jinan Talent Network in China for 5 working days. If there is no objection at the expiration of the publicity period, it shall be reported to the Municipal Talent Office for approval and publication.

Subsidy standards and duration

For qualified talents, the living and renting subsidies of 5,000 yuan per month for Class A talents, 4,000 yuan per month for Class B talents, 3,000 yuan per month for Class C talents and 2,000 yuan per month for Class D talents shall be given respectively for a maximum of 5 years;

The monthly living expenses and rental subsidy for doctoral students and master students are 1.500 yuan and 1.000 yuan respectively, up to three years.

Appropriation method: annual 1 centralized appropriation.

Appropriation process:

Before the end of June each year, the Municipal Human Resources and Social Security Bureau will apply to the Municipal Talent Office for approval. Approved by the Municipal Talent Office, the annual "Jinan high-level talents living and renting subsidy funds list" will be submitted to the Municipal Finance Bureau. After receiving the index documents issued by the Municipal Finance Bureau, the county finance bureau shall timely allocate them to the county human resources and social security bureau together with the matching funds of the county. Before the end of August, the county human resources and social security bureau will allocate the subsidy funds for the current year to the financial area (bank account) of the talent social security card.

Appropriation required:

In the first year, the subsidy funds are paid directly, and it is not necessary to verify the personal social security payment information of talents. For the second and subsequent annual subsidy funds, the district and county human resources and social security bureaus will verify the social security payment information through systematic comparison before June 15, and the annual subsidy funds will be issued if the normal payment exceeds 6 months; Less than 6 months, pay social security subsidies according to the actual number of months; A, B, C and D talents will pay the subsidy funds according to the term of the rental contract, and those who cancel the contract will not pay.

Matters needing attention

High-level talents living and renting subsidies are not enjoyed at the same time as talents apartments and housing subsidies. Those who have applied for and enjoyed the one-time housing subsidy policy will no longer enjoy the living and rental subsidies.

The Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau shall be responsible for the interpretation of these rules.
