Length of service can be divided into general length of service and the length of service of the enterprise. General length of service refers to the total working time of employees engaged in production and work. When calculating the general length of service, it should include the length of service of the enterprise.

The length of service of this enterprise (continuous length of service refers to the time that employees work continuously in a work unit. Previously, continuous length of service was also called "the length of service of the enterprise". After 1987, its scope is not limited to working hours in one unit, but includes all working hours that employees should be included in each unit according to regulations. ) refers to the continuous working time of employees in this enterprise. General length of service includes continuous length of service, and if it can be counted as continuous length of service, it can also be counted as general length of service; But the general length of service is not necessarily continuous length of service.

There are some differences in the meaning between the continuous length of service and the length of service of this enterprise, that is, the continuous length of service includes not only the continuous working time of this enterprise, but also the working time that can be obtained by combining the two work units before and after. If there is no merger, the continuous length of service is the length of service of the enterprise. The State Council1June, 978 "Interim Measures for the Resettlement of Old, Weak, Sick and Disabled Cadres" stipulated that "the length of service of the enterprise" was changed to "continuous length of service".

The "working years" of institutions and enterprises are different. In fact, the significance and function of continuous working years and working years are the same.

Continuous calculation method

Also called continuous calculation of length of service. For example, if an employee is transferred from unit A to unit B, his working time in units A and B should be continuously calculated as continuous length of service. If an employee is reviewed and rehabilitated after being wrongly handled, the time of being wrongly handled can be added to the time of continuously calculating the length of service before the error handling and the working time after the rectification, and the continuous length of service can be calculated.

Combinatorial calculation

Also known as the combined calculation of continuous services. Refers to the employee's work experience, which is usually interrupted for a period of time due to non-subjective reasons. Deduct the interruption time and combine the two working hours before and after the interruption. The continuous working hours of retired workers before retirement and after rejoining the work can be calculated together.

Service life conversion method

Employees engaged in special types of work and special working environment can be converted into continuous service. For example, underground miners or workers working in low-temperature workplaces below 32 degrees Fahrenheit or high-temperature workplaces above 100 degrees Fahrenheit can be counted as one year and three months each year when calculating their continuous service. In the industries of refining or manufacturing lead, mercury, arsenic, phosphorus and acid, and in the chemical and weapons industries, each year of such work should be counted as one year and six months when calculating their continuous service.

When calculating the general length of service, it should include the length of service of the enterprise, but it should not include the general length of service when calculating the continuous length of service (generally speaking, if the work is interrupted for personal reasons, the working time before the interruption can only be calculated as the general length of service). At present, when determining the insurance benefits of employees and whether they have retirement conditions, they generally only use continuous service. So the average length of service has lost its meaning today. After the implementation of the basic old-age insurance individual payment system, the actual payment period is taken as the basis for retirement and old-age insurance benefits, and the previous continuous service period is regarded as the payment period. In the following cases, the length of service of employees before and after is calculated continuously:

1. If the enterprise management organ and the enterprise administrative organ are handed over or laid off, the length of service before and after the handover and laid-off (maintaining labor relations with the enterprise) shall be continuously calculated;

2. The study period and length of service before and after the enterprise management organ and enterprise administration dispatch domestic and foreign learners should be calculated continuously;

3. Due to the shutdown or bankruptcy of the enterprise, if the employees are transferred from the enterprise management organ to the employees of other enterprises, the length of service before and after the transfer shall be continuously calculated;

4. After the transfer, reorganization and merger of the enterprise, if the original employees remain in the enterprise, the length of service before and after the transfer, reorganization and merger shall be continuously calculated;

5. If the employee stops working for medical treatment for less than 6 months due to illness or non-work-related injury, it shall be continuously calculated as the length of service of the enterprise; Workers who have returned to the original enterprise after more than 6 months of recovery, except for the period of more than 6 months, do not calculate the length of service, and the combined length of service before and after it is calculated as continuous length of service;

6. During the medical treatment period when work-related injuries or occupational diseases stop working, all of them shall be counted as continuous service;

7. length of military service, who is engaged in revolutionary work and revolutionary soldiers before being transferred to the enterprise, shall make continuous calculation of length of service;

8. Apprentices should calculate the length of time in this enterprise during their study in this enterprise. When temporary workers and probationers become regular employees, their length of service in this enterprise shall be calculated from the date of entering the enterprise for the last time.

9. The educated youth who were originally assigned to state farms and farms and the urban educated youth who jumped the queue in rural areas during the Cultural Revolution, after leaving rural areas, farms or rural areas to work in cities and towns according to the policy, the time to participate in labor on farms, farms or rural areas can be combined with the time to participate in work to calculate the continuous length of service;

10. Returned overseas Chinese workers shall calculate their continuous length of service from the date they enter the enterprise. Returned overseas Chinese workers engaged in revolutionary work abroad, who really need to be transferred back to China or persecuted to return home because of their work, can be counted as continuous service if there is reliable proof and verified by the Overseas Chinese Affairs Commission.
