So I think the dispatch card you said about your settlement in Tianjin is aimed at those students who graduated in 2007 and were sent back to their hometown without a job (the dispatch card sent back to their hometown was written by the hometown education bureau).
I suggest you go to your company and ask about the account. After all, if your account is moved to your current unit, it should be a collective account and kept in the security office of your current unit.
