On the afternoons of April 13 and April 12, the Ministry of Education held a conference in Beijing to promote the comprehensive reform of pilot universities, exchange and summarize the experience and practices of the comprehensive reform of pilot universities in the previous stage, promote the implementation of the guiding opinions of the Ministry of Education on promoting the reform of pilot universities, and deploy related work in the next stage.
Fundamentally speaking, as a special zone of higher education reform, "pilot college" is a school based on national conditions and facing the world, and truly follows the laws of modern higher education.
In the process of running a "pilot college", such as entrance examination, specialty setting, teacher evaluation and employment, post salary, fund management, internal operation mechanism, etc. We should allow and encourage them to have a try first. In this sense, being included in the "pilot colleges" means that you can enjoy the special policy of education reform.
Reform the system of teacher selection, assessment and evaluation.
1. Expand the autonomy of selecting and appointing teachers in pilot colleges, improve the requirements for appointment posts, and cultivate and introduce outstanding teachers and scientific research teams with international advanced level.
2. Encourage the pilot universities to implement the employment system and explore the annual salary system.
3. Improve post management and employment methods as well as salary and treatment standards, and establish flexible and diverse employment mechanisms.
4. Support the pilot universities to explore the salary system that is more in line with the characteristics of higher education and the law of talent introduction.
5. Support the pilot colleges and universities to explore and implement the personnel flow exit mechanism. Strengthen the management of the employment period of existing staff, and implement "promotion and demotion" and "transfer without employment"; Strengthen the target assessment of new recruits, and implement "staying without hiring" and "staying without promotion".
6. Take financial subsidies and project subsidies. Support teachers in pilot universities to visit schools at home and abroad and carry out cooperative research.
7. The national public senior research scholars and visiting scholars (including postdoctoral research) project will give key support to the pilot colleges and universities under the same conditions, and appropriately increase the selection plan of the schools where the pilot colleges and universities are located for the young backbone teachers to study abroad.
