Wu Qingji said that this is the direction of the initial planning of the Ministry of Education, which will be reviewed by the Legislative Yuan and may be adjusted when the law is amended.

The "985 Project" University is a university established in Chinese mainland for building a world-class university and high-level research.

Universities recognized by the Ministry of Education include Peking University, Tsinghua University, China Renmin University, Beijing Institute of Technology, Beijing University of Aeronautics and Astronautics, Beijing Normal University, China Agricultural University, Minzu University of China, Nankai University, Tianjin University, Northeastern University, Dalian University of Technology, Jilin University, Harbin Institute of Technology, Tongji University and Shanghai Jiaotong University.
