While reflecting on the exposed phenomenon of domestic academic plagiarism, we have to admit the lack of the current supervision and punishment mechanism. To eradicate similar phenomena, the society must establish a scientific and severe punishment system so that everyone can't "challenge the law". Delegates attending the Third Forum of Chinese and Foreign University Presidents said that China's academic circles and government should act in time to defend academic dignity and make plagiarism and forgery become "rats crossing the street" shouted by everyone. Wu Jianmin, president of the Foreign Affairs University, pointed out: "I suggest that the government take severe measures and never be soft in cracking down on academic corruption. If you tolerate a theft today, there will be ten tomorrow. " At present, there is no unified and objective basic standard for the punishment of plagiarism in China. Cases in which Chinese college students are punished for plagiarism are often seen in newspapers. From June, 5438 to February, 2005, Peking University promulgated "Regulations on Undergraduate Examination Work and Academic Norms", which no longer showed mercy to students who cheated in papers. Peking University decided that undergraduates can be expelled from school in any of the following circumstances: the submitted papers, experimental reports and scientific research papers contain plagiarism facts, and the plagiarism length exceeds 50% of the total length; Plagiarism exists in the submitted graduation thesis and design, and the plagiarism length exceeds 30% of the total length; Write a paper for yourself, others write a paper for others [10]. Peking University hopes to put an end to plagiarism through severe punishment. Coincidentally, in June, 2006, a graduate student of Jinan University was found to have plagiarized two course papers and was expelled from the school. Jinan University believes that according to the Regulations on the Management of Students in Colleges and Universities, schools can exercise the right to manage students and the right to reward and punish them. This clause clearly stipulates that the school may expel a student from school in any of the following circumstances: plagiarizing or plagiarizing other people's research results, if the circumstances are serious. Later, the local court supported the school's decision and rejected the plaintiff's appeal. In addition to college students, universities and scientific circles also have many ideas to establish a punishment system for plagiarism by scholars. For example, in order to put an end to academic and scientific research corruption in colleges and universities, the Ministry of Education issued "Several Opinions on Strengthening Academic Morality Construction" in 2002. In May, 2006, in order to form a good style of study and professional ethics among scientific and technological workers in China, China Association for Science and Technology drafted the Code of Conduct for Scientists. Zhou, chairman of the China Association for Science and Technology, called for the formulation of scientific ethics conventions and norms and the establishment of integrity files for scientific and technological personnel. In the same month, the Ministry of Education announced the establishment of the Academic Atmosphere Construction Committee, which is responsible for formulating the basic guidelines and implementation rules for punishing academic misconduct for the reference of relevant units. China's relevant laws also have similar provisions: Article 46 of the Copyright Law of People's Republic of China (PRC) clearly stipulates that anyone who commits any of the following infringements shall bear civil liabilities such as stopping the infringement, eliminating the influence, publicly apologizing and compensating for losses according to the circumstances, and may be given administrative penalties such as confiscation of illegal income and fines by the copyright administrative department: plagiarizing or plagiarizing other people's works; Reproduction and distribution of a work for profit without the permission of the copyright owner. We need a unified and objective third-party monitoring mechanism to define plagiarism and plagiarism. Of course, we require quantitative indicators, and to what extent can we identify them. Here, China can learn from some successful experiences abroad. For example, the International Institute of Electrical and Electronics Engineers (IEEE) of the United States distinguishes plagiarism in detail, lists five levels of plagiarism, and gives corresponding punishment according to the seriousness of the case. At the beginning of 1989, the United States also set up a "scientific and realistic office" to deal with scientists' deviant behavior. The U.S. Department of Public Health Services has also set up an "Office of Research Integrity" to handle research projects funded by the U.S. government, and to announce the names, units, plots and punishment decisions of violators at any time. Once someone is on the list, his academic career is basically over.
2. Lack of academic ethics
Academics lose their souls without morality. As a scholar and scientist, honesty is the most basic quality. The ancients in China believed that honesty is a true and consistent character, and it is also the foundation of being a man. If the essence of human nature is "seeking goodness", the essence of art is "seeking beauty" and the essence of science is "seeking truth". "The article is eternal, and the gains and losses are well known." Scientific researchers must take knowledge seriously, study hard in one direction, concentrate on shaping excellent works and become experts in this direction. Academic fraud is heartbreaking, because scholars and teachers are the last bottom line of a country and a nation's morality. The corruption of academics and scholars will shake the moral foundation of this society. Ji Baocheng, president of China Renmin University, believes that the occurrence of academic corruption is not a purely institutional problem, but "the whole society lacks integrity, and the value orientation reflects the problems in the education sector". Professor Yang Yusheng from China University of Political Science and Law also emphasized that "academic ethics is a basic project" and called on scholars to maintain the scientific spirit of "seeking truth" and "seeking truth". Academician Xu Zhihong, president of Peking University, also called on college teachers to cultivate their self-cultivation in scientific research, take the lead in setting an example, and "concentrate on research and write articles with their lives". Professor Xu Xianming of China University of Political Science and Law pointed out, "The essence of scholarship is to carry forward the truth. Once academic corruption occurs, truth will lose its place. Once academic corruption occurs in a university, its social significance and social value will be lost. " Academics is the root of a national culture. One of its important characteristics is "metaphysics", which cannot be instrumentalized and applied. However, today's academic evaluation system regards academic and academic research as a tool to obtain practical benefits outside the academic field. Due to the decline of some people's moral integrity, fraud has become the most convenient "shortcut" to seek personal interests, so learning has become an elevator and a stepping stone for some people. For academic and academic research, the correct view is "learning for academic and learning for research".
3. Countermeasures and thinking
(1) Establish an objective and scientific supervision mechanism.
It is far from enough to rely solely on moral strength to maintain academic purity. China should establish a unified, objective and scientific academic standards organization to investigate and deal with violations in the academic field. We can learn from similar institutions in the United States: 1989, the United States set up a "scientific and realistic office" to take precautions from different aspects of scientific research, such as topic selection, research, paper publication and results publication. In the United States, the Department of Public Health Services has set up an "Office of Research Integrity" to investigate and deal with fraud in government-funded research projects. In recent years, the dishonest behavior of researchers at the University of Pittsburgh Medical College in Nature magazine, the fraudulent behavior of doctoral dissertations at the Medical University of South Carolina, the fraudulent behavior of teachers' research reports at Harvard Medical College, and the fraudulent research results of professors at the University of Missouri have been exposed one after another, which has made these deviants pay a great price, and some people have lost their academic lives since then. It is conceivable to establish a national scientific and moral supervision institution to accept reports, investigations and disposal. Such an institution will make objective and pertinent reports and dispose of them according to regulations. In the process of disposal, accept complaints from the masses, announce the plot of deviance, and show specific evidence to convince the masses orally. At the same time, the name and plot of the offender will be announced, and more people will be warned through handling. Let all scholars understand a truth: people without integrity are not worthy of scientific research and academic research.
(2) Strengthen relevant legislation and punishment.
To put an end to scientific and technological fraud, we must stop it through legislation. At present, many domestic scholars call for effective legislative measures to prevent and put an end to similar phenomena. At present, there is no law in our country to punish the act of plagiarizing others' achievements. Relevant departments should start to consider how to formulate an effective copyright administrative regulation or specific rules, so as to realize the situation of "laws must be observed, law enforcement must be strict, and violators must be prosecuted" in academic and scientific fields. In addition, increase the punishment of the existing rules and let people know that they should "do something wrong". The existing punishment measures in the United States are quite severe: once the "Honest Office" of the US Department of Public Health Services finds that scholars are suspected of fraud, it will announce their names at any time and sign a "voluntary exclusion agreement" with those who deviate. In the next 3-5 years, you shall not participate in any government-funded projects, and at the same time publicly apologize and compensate the infringed. Some American magazines were also severely punished. The International Institute of Electrical and Electronics Engineers (IEEE) stipulates that plagiarism without indicating the source will lead to violation of the article record and revocation of the right to publish in IEEE journals for five years; A large number of copies (up to half the length) without indicating the source, according to the above punishment; If you plagiarize sentences, paragraphs or illustrations without indicating the source, you may contain illegal contents in the record of the article. You must apologize to the original author to avoid revoking the right to publish for three years.
