The College of Arts and Sciences of Yangtze University is the second one. The College of Arts and Sciences of Yangtze University was founded by Yangtze University in 2004 and confirmed by the Ministry of Education. It enrolls students from 26 provinces (cities, districts) all over the country, and has the qualifications of independently awarding bachelor's degrees and jointly cultivating double bachelor's degrees with Yangtze University. There are 40 undergraduate majors and 6 specialist majors/kloc-0.

Yangtze University is the largest comprehensive university with complete disciplines in Hubei Province. It is a "double-first-class" university in Hubei Province, selected by the national "Basic Capacity Building Project for Universities in the Midwest", and is a university jointly established by Hubei Provincial People's Government, China Petroleum and Natural Gas Group Corporation, China Petrochemical Group Corporation and China Offshore Oil Corporation, Hubei Provincial People's Government and the Ministry of Agriculture.
