According to the plan, the purpose of establishing a sports university is to cooperate with the development plan of the national overall sports park. Therefore, Sport University has set up three campuses in Taoyuan, Taichung and Kaohsiung to balance the north and south, adjust the physical education resources in urban and rural areas, and shoulder the core responsibility of the national competitive sports development.

Administratively, the two schools remain independent for four years after the merger, and the principals of the two schools take turns to be principals. The former president of the National Institute of Physical Education was the principal for the first two years, and the former president of the Taiwan Institute of Physical Education was the vice president for the first two years, and they exchanged views two years later.

In terms of department planning, it is estimated that 5 colleges, 20 departments, 27 master's programs and 7 doctoral programs will be established, with 56 12 students enrolled.
