The state implements free education for normal university students directly under the Ministry of Education, aiming at cultivating excellent primary and secondary school teachers and educators and encouraging outstanding talents to teach for a long time. According to the spirit of the Notice of the General Office of the State Council on Forwarding the Measures for the Implementation of Free Education for Students in Normal Universities Directly under the Ministry of Education (Trial) (Guo Ban Fa [2007] No.34) and relevant laws, regulations and policies, Party A, Party B and Party C have reached the following agreement for common compliance:

First, the premise of signing the agreement

Article 1 Party B has the qualification to take the national unified entrance examination for ordinary colleges and universities, loves education, is interested in long-term and lifelong teaching, and voluntarily applies for the teacher education major of Party A. After examination, Party A and Party C consider that Party B meets the preferential admission conditions and agree to admit Party B as a free education normal student (hereinafter referred to as free normal student).

Two. Rights and obligations of Party A

Article 2 According to the relevant regulations of the state, formulate the enrollment methods and admission principles for free normal students, review the candidates who apply for the normal major of Party A, and select the best free normal students.

Send Party B the admission notice for free normal students and this agreement in quadruplicate, which shall be signed and sealed by Party A and Party C. The admission notice shall come into effect after Party B or Party B and its guardian sign this agreement.

Article 3 According to the goal of cultivating excellent teachers and educators, make a free education and training plan for normal students, provide excellent education and teaching conditions, educate and train Party B, and conduct management and comprehensive evaluation.

Article 4 According to the standards approved by the Ministry of Finance, during the four-year study period, Party B is exempt from paying tuition, accommodation and living expenses.

Article 5 According to the regulations of relevant state departments, specific measures for free normal graduates to study for master's degree in education shall be formulated, and free normal graduates shall be selected to study for master's degree in education.

Sixth, care about the growth of free normal graduates and create conditions for their further study, lifelong learning and career development.

Three. Rights and obligations of Party B

Article 7. Report to Party A with this agreement in quadruplicate and the admission notice signed by myself or guardian. After Party A passes the re-examination, I will formally enter the school and become a free normal student.

Article 8 According to the relevant regulations of the national education administrative department and Party A's education and training plan, I will receive Party A's education and training for four years.

Article 9 During the four-year study period, tuition fees, accommodation fees and living expenses are exempted, and other non-compulsory scholarships can be enjoyed. During the extended study period, the expenses shall be borne by myself.

Article 10 I will abide by laws and regulations and Party A's rules and regulations during my study in the school.

Article 11 According to the relevant regulations of Party A, the second major choice can be made in the normal major designated by Party A within two years after entering the school.

Article 12 Complete the education and teaching plan specified by Party A on time, meet the requirements of the education and training plan, and obtain the undergraduate diploma and bachelor's degree certificate.

Thirteenth in line with the national policy of free normal students, to fulfill national obligations, after graduation, generally return to the province where students are engaged in primary and secondary education for not less than ten years. Those who work in urban schools will first teach in rural compulsory education schools for two years.

After graduation, Party C will arrange a two-way choice within the required post range, or obey the distribution and teach in primary and secondary schools.

Article 14 During the service period agreed in the agreement, with the consent of Party C, you can move between schools or engage in educational management.

Fifteenth free normal graduates who meet the requirements after examination can study for a master's degree in education and study professional courses on the job. After passing the teaching examination, they can pass the thesis defense and obtain a master's diploma and a master's degree certificate.

Free normal students are generally not allowed to apply for full-time graduate students before graduation and during the service period stipulated in the agreement.

Four. Rights and obligations of Party C

Article 16 Put forward suggestions on the needs of free normal students, and cooperate with Party A to do a good job in enrollment. Provide Party A with this agreement signed and sealed by the legal representative before entering the venue.

Seventeenth do a good job in receiving and arranging free normal graduates to teach in primary and secondary schools to ensure that they have jobs. When Party B graduates, organize the employing unit to make a two-way choice with Party B within the required post scope, and implement the teaching school. Those who teach in urban schools will be arranged to teach in rural compulsory education schools for two years.

Article 18 Party B shall be provided with necessary working and living conditions and swing space together with relevant government departments and primary and secondary schools.

Article 19 Party B shall be encouraged and supported to study for a master's degree in education in order to promote his lifelong learning and career development.

Twentieth responsible for the performance management of free normal graduates, the establishment of integrity files. For those who break the contract, they are required to refund the free education fees they have enjoyed and pay liquidated damages, and at the same time publish their dishonest records.

Verb (abbreviation for verb) termination of the agreement

Article 21 Under any of the following circumstances, Party B shall terminate this Agreement after performing the prescribed examination and approval procedures:

(1) During the study in school, it is determined by the second-class first-class hospital designated by Party A that he can't finish his studies due to physical reasons;

(2) During the period of study at school or the service period agreed upon in the agreement, the teacher's qualification is recognized by Party A or Party C by the designated hospital, and he is not suitable to engage in the teaching profession due to physical reasons.

Termination and treatment of intransitive verb agreement

Article 23 During Party B's study at school, under any of the following circumstances, Party A has the right to terminate the agreement, and Party B will no longer enjoy the free education for normal students, and must refund the free education fees enjoyed by Party A within one month from the date of cancellation of his student status:

(1) Being expelled from school for violating the criminal law or school discipline;

(2) Give up Party A's student status automatically.

Seven. Default and treatment

Article 24 If Party B has any of the following circumstances, Party C has the right to investigate its corresponding liability for breach of contract:

(1) If he fails to engage in primary and secondary education as agreed in this agreement after graduation, he shall refund the free education fee to Party C in one lump sum within 1 month after the announcement of the decision on breach of contract, and pay a penalty of 50% of the fee; Pay the late payment fee at the rate of 1‰ per day.

(2) Without Party C's consent, those who have been engaged in primary and secondary education for less than ten years after graduation shall be returned to Party C free of tuition fees in one lump sum at the rate of 10% per year and pay 50% of the liquidated damages. Pay the late payment fee at the rate of 1‰ per day.

Eight. supplementary terms

Article 25 Matters not covered in this Agreement shall be governed by the relevant provisions of the state and relevant departments, and other matters shall be settled by the three parties through consultation.

Article 26 This Agreement shall come into effect after being sealed by Party A and Party C, signed by the legal representative and signed by Party B or Party B and its guardian.

If Party B is under the age of 18 when signing this Agreement, it shall be signed by Party B and its guardian.

Article 27 This Agreement is made in quadruplicate, one for Party A, Party B and Party C respectively, and one for Party B's personal file, all of which have the same legal effect.
