At the beginning of 2004, Guangzhou Municipal Government proposed to establish two vocational education parks in Guangzhou according to the Outline of Education Modernization in Guangdong Province (2004-2020). After repeated research by the Municipal Planning Bureau, it was decided to set up vocational education parks in Baiyun District and Conghua City respectively to meet the space demand of Guangzhou's education development, and to introduce some higher vocational education schools into the park. In 2005, the Municipal Planning Bureau formulated the Regulatory Detailed Planning and Urban Design of Zhong Luotan University Park (hereinafter referred to as the Regulatory Detailed Planning), pointing out that it is necessary to study the construction of a higher vocational education park with a site of 23.5 square kilometers in Zhong Luotan.
