(1) According to the Notice of the Ministry of Education, the Ministry of Finance, the Ministry of Personnel and the Central Committee on Implementing the Special Post Plan for School Teachers in Rural Compulsory Education (Teacher [2006] No.2), the employment period of special post teachers is 3 years. During the employment period, the central government will arrange special funds for the salary expenses of special post teachers. Special post teachers shall implement the unified national wage system and standards during their employment. All Hong Kong-related counties should implement relevant policies in strict accordance with the spirit of the Notice on Further Strengthening the Management of Special Post Teachers in Rural Compulsory Education Schools in our region (Gui Teacher Fan [2007] No.57) and the Notice on Seriously Implementing Relevant Policies for Special Post Teachers in Rural Schools (Gui Teacher Fan [2008] No.7). Autonomous region in accordance with the relevant standards to subsidize counties (cities, districts) to carry out pre-service centralized training fees for special post teachers and other related expenses.

(II) Teachers with special posts enjoy the Notice of the General Office of the State Council Central Committee on Guiding and Encouraging College Graduates to Work at the Grassroots Level (No.200518) and the Notice of the Ministry of Personnel and other departments on Organizing College Graduates to Work in Supporting Agriculture in Rural Grassroots. Notice of medical support for poverty alleviation (Ministry of Civil Affairs [2006]16) and Notice of the Ministry of Finance and the Ministry of Education on Printing and Distributing the Interim Measures for Tuition Fees of College Graduates and National Student Loan Compensation (Cai Jiao Fa [2009]15).

(3) All Shegang counties recruit and manage special post teachers in accordance with the Measures for the Administration of Public Teacher Recruitment, and commend those who have made outstanding achievements and outstanding performances; Those who fail to perform their obligations according to the requirements of the contract should be criticized and educated in time to urge them to correct; For those who are not suitable to continue to work as teachers, we should adjust the teaching staff in time and cancel the relevant preferential policies they enjoy accordingly. Efforts should be made to create necessary working and living conditions for special post teachers and properly solve their worries.

(4) After the end of the three-year employment period, special post teachers who pass the examination and voluntarily stay in local schools must be implemented in specific schools with the teaching staff, and their salaries should be included in the local financial burden to ensure that they enjoy the same treatment as local public teachers. For those who choose a new job, the graduate employment departments and talent exchange service institutions of counties, districts and governments at all levels should provide convenient conditions and necessary help for them to choose a new job. After the expiration of the special post teachers' service, the job transfer shall be carried out in strict accordance with the Notice on Doing a Good Job of the Special Post Teachers' Service in Rural Compulsory Education Schools (Gui Jiao Fan [2009] No.21).

(5) The three-year service period of the graduate students in the "Rural School Education Master Teacher Training Plan" is equivalent to the three-year employment period of the "Special Post Plan", and the management of the three-year service period is implemented according to the relevant policies of the "Special Post Plan" in our district. If I am willing to continue to teach in a local (county) after the expiration of my service and pass the examination, I can go through the transfer procedures according to the policy of "special post plan", be included in the staffing management of local primary and secondary school teachers, go to Guangxi Normal University to study for a master's degree in education with pay for one year according to relevant policies, and return to the original receiving county (city, district) after graduation;

(six) during the employment period, the relationship between the special post teachers' accounts and files shall be handled in accordance with the relevant provisions of the state administration of public teachers.

Matters not covered in this plan shall be implemented in accordance with relevant policies and regulations. This scheme is interpreted by the Education Department, Finance Department, Human Resources and Social Security Department and the Editorial Office of the Autonomous Region.
