Article 1 In order to strengthen the management of special funds for school anniversary, improve the efficiency in the use of funds, and better serve the 60th anniversary, these Measures are formulated in accordance with relevant laws and regulations, the financial system and the actual situation of the school.

Article 2 The term "special funds" as mentioned in these Measures refers to the special funds arranged in the annual departmental budget of the school for the 60th anniversary celebration.

Article 3 The special fund for the celebration of the school is the budget control number. The working groups under the celebration leading group put forward the preliminary budget and calculation instructions according to the needs of the group. Each working group is responsible for the leadership audit, which shall be summarized by the office of the celebration leading group (hereinafter referred to as the celebration office) and reported to the celebration leading group for approval before implementation.

Fourth special funds for the celebration of the school shall be managed by the project, with separate financial numbers and project accounting.

Article 5 Once the budget of special funds for the celebration of the school is issued, all working groups shall strictly implement it. If it is really necessary to make adjustments due to unforeseen events during use, the following principles should be followed:

1. On the premise that the total internal budget of each working group remains unchanged, adjustments are made between budget accounts. The working groups put forward adjustment instructions, and the Group is responsible for the leadership's examination and approval, and reported to the celebration office and the Finance Office for filing and implementation.

2. Under the premise that the total budget of the special funds for the school anniversary remains unchanged, the surplus and deficiency adjustment between the working groups shall be coordinated by the celebration office and the working groups, and each working group shall be responsible for the leadership's examination and approval, and shall be reported to the celebration office and the Finance Office for filing and implementation.

3. In the process of preparation and implementation of the celebration, if the total expenditure exceeds the budget control number issued by the school, the working groups under the celebration work leading group will apply for additional funds according to the actual situation (including the amount and calculation instructions for applying for additional funds), and each group will be responsible for the leadership review, which will be summarized by the office of the celebration work leading group and implemented in accordance with the school budget adjustment procedures.

Article 6 The use scope of special funds for the celebration of the school includes: travel expenses, publicity expenses, office expenses, production expenses, printing expenses, conference expenses, equipment purchase expenses, repair expenses, rental expenses, entertainment expenses and other daily public expenses related to the celebration of the school.

Seventh special funds for the celebration of the school are centralized funds, and the centralized management department is the celebration office. The specific examination and approval procedures refer to China Geo University (Beijing) Fund Examination and Approval System (Z.D.F. [2009] No.67), and graded examination and approval shall be implemented.

The amount below 1 0,000 yuan shall be approved by the team leader; 1 10,000 yuan (inclusive) ~ 50,000 yuan shall be approved by the leaders of each working group; 50,000 yuan (inclusive) ~ 500,000 yuan, which shall be jointly examined and approved by the leaders in charge of each working group and the financial leaders; More than 500,000 yuan (inclusive) shall be approved by the leader of the celebration leading group.

In the process of reimbursement, after the approval of the above levels is completed, the celebration office will use the seal uniformly.

Article 8 For the fixed assets formed after the use of special funds for the celebration of the school, the relevant functional departments of the school shall go through the registration procedures of fixed assets and handle the relevant regulations on the management of fixed assets of the school.

Article 9 In the use of special funds for the celebration of the school, if the equipment purchase, maintenance, leasing and other businesses related to the celebration of the school meet the requirements of the school's bidding management, it shall be implemented in accordance with the school's bidding management measures.

Tenth the use of special funds for the celebration of the school should adhere to the basic principles of unified management, earmarking and strict economy, to ensure the maximum benefit of the use of funds.

Eleventh in the use of special funds for celebrations, we should consciously accept the supervision of the discipline inspection and auditing departments.
