Principles for granting national inspirational scholarships:
Article 10 The national inspirational scholarships shall be evaluated in equal amounts, and the principles of openness, fairness, impartiality and merit selection shall be adhered to.
Article 11 The application and evaluation of national inspirational scholarships shall be organized and implemented by universities.
