According to the Pocket College Entrance Examination Network, Dongchang College of Liaocheng University is a private university. This college was originally established as a public independent college, but in 2005, with the approval of the Ministry of Education, it was transformed into a private college. Dongchang College of Liaocheng University was formed by the merger of Liaocheng University, Liaocheng Education College and Liaocheng Normal School. On August 30, 2022, the Ministry of Education agreed to change the organizer of Dongchang College of Liaocheng University to "Liaocheng University and Liaocheng Caixin Investment Holding Group Co., Ltd.".
