In order to attract outstanding talents to teach, the state has trained a large number of "four haves" good teachers with ideals and beliefs, moral sentiments, solid knowledge and kindness, and further formed a strong atmosphere of respecting teachers and attaching importance to teaching.

The training and management system for undergraduate teachers in six normal universities directly under the Ministry of Education, including Beijing Normal University, East China Normal University, Northeast Normal University, Central China Normal University, Shaanxi Normal University and Southwest University, will be implemented, and the central government will bear the tuition, accommodation and living expenses during the school period.

Changes in relevant laws and regulations:

From 2065438 to March 2008, the Action Plan for Revitalizing Teacher Education (20 18-2022) issued by the Ministry of Education and other five departments proposed to improve and perfect the policy of free education for students in normal universities directly under the Ministry of Education, change the name of "free normal students" to "free normal students" and adjust the service period of teaching to six years.

Conditions for applying for public-funded normal students:

First, take the national unified entrance examination for ordinary colleges and universities, and reach the admission score of normal colleges and universities directly under the Ministry of Local Affairs.

Two, in line with the "Regulations" of the Ministry of Education, love education, willing to teach for a long time after graduation.

Three, good health, in line with the relevant provisions of the "guiding opinions" of the physical examination of ordinary colleges and universities.

Four, free education normal students should sign a tripartite agreement before entering the school, the three parties are subordinate normal universities, and the free education normal students are Party B and the provincial education administrative department where the students are located.

Before enrolling students, the Normal University directly under the Ministry will send the Agreement on Free Education for Normal Students (in triplicate) signed and sealed by the school to the provincial education administrative department where the students are located according to the proportion of 1.20% of the enrollment plan, and the latter will send it back to the relevant universities in time after signing and sealing.

The university will then send the Agreement on Free Education for Normal Students (in quadruplicate) signed and sealed by the university and the provincial education administrative department where the students are located, together with the admission notice of the university.

5. Candidates who have been admitted as normal students with free education shall report for admission according to the time and requirements stipulated by the school with the admission notice and the Free Normal Education Agreement signed by themselves (/kloc-under 0/8 years old shall be signed by their guardians at the same time), and after being signed and sealed by the local normal university and the provincial education administrative department where the students are located.
