In order to implement the State Council's decision on deepening education reform and promoting quality education in an all-round way, fully mobilize students' learning enthusiasm and initiative, encourage students' personality development, and promote the in-depth development of teaching reform, the school decided to implement the undergraduate-to-major system in our school. In order to standardize management and do a good job in changing majors, this management method is formulated according to the relevant spirit of Order No.21of the Ministry of Education of People's Republic of China (PRC), Regulations on the Management of Students in Ordinary Colleges and Universities and Regulations on the Management of Undergraduate Students' Status in Chang 'an University.
I. General principles
Article 1 Changing majors refers to allowing some undergraduates (excluding those who are determined to enroll in a specific orientation, commission or special category when enrolling students) to have an opportunity to change majors, leave the enrollment major and transfer to another major. Student status management and student management will be transferred to the college where the new major is located, and the graduation employment will be subject to the new major.
Article 2 In order to ensure the healthy development of all majors and the stability of teaching order, the school exercises macro control over the proportion of students transferred in and out of all majors. In principle, students are only allowed to change their major once in the third semester.
Article 3 All the work of changing majors must adhere to the principles of fairness, openness and justice. All relevant managers, teachers and students must strictly abide by relevant regulations and procedures. Anyone who practices fraud, once verified, will be dealt with severely, and the qualification of the student to major will be cancelled.
Second, the professional qualifications and requirements
Article 4 Restrictions on changing majors
1. Liberal arts majors and science and engineering majors cannot adjust each other; Majors that did not enroll students last year may not accept students to change majors.
2. Art majors and experimental classes (basic classes), international classes and excellent engineer classes of various majors do not accept transfer students.
3 national defense students to major, according to the relevant provisions of the Ministry of education and the General Political Department.
4. The remaining number of people changing majors is the same as that of this major. In principle, the average class size shall not be less than 15.
5. The maximum number of students changing majors is based on the student capacity of each receiving major.
6. If the number of applicants for changing majors exceeds the capacity of the major, priority will be given to students who change majors across colleges.
Article 5 Basic conditions for students to apply for changing majors
1. Full-time undergraduate sophomore;
2. Complete registration procedures and pay tuition fees and other fees payable;
3. I have not received any disciplinary action during my school days;
4. Applying for a major has certain strengths and ambitions, is in good health, and has no professional restrictions;
5. If all the course credits have been obtained, the scores of single subjects in the first academic year are not less than 60 points, and the average scores of compulsory courses in the first academic year rank in the top 30% of the same major in the grade, the following provisions shall apply:
(1) Those whose grades are in the top 15% of the same major in the grade can apply for the whole school to change their major from the same major.
(2) Those who rank in the top 30% in the same grade and major can apply for changing majors in the college.
6. Have a clear understanding of course arrangement, scholarships, employment, etc. Application for major transfer, and fully accepted.
Article 6 The College may appropriately relax the transfer-out (transfer-in) ratio of each major according to the development of major construction.
Article 7 Under any of the following circumstances, you may change your major after the preliminary examination of the college meeting, the examination of the Academic Affairs Office and the approval of the principal in charge.
1. People who can't study in their original major due to health reasons but can still study in other majors in our school;
2. Due to special reasons such as students dropping out of school or dropping out of school. Students have dropped to a grade without their original major.
Article 8 Under any of the following circumstances, you may not apply for changing your major:
1. Those who fail to apply for changing their major within the specified time;
2. Those who received warnings (including warnings) and above during school;
3. Those who fail the course;
4. Students admitted through special enrollment such as art (art specialty students), independent enrollment, high-level athletes, and walks;
5. Students who are undergoing (or receiving) student status processing;
6. Students who have gone through the formalities of changing majors.
Third, transfer to a professional program.
Ninth students in the third semester after entering the school into professional unified management, the specific procedures are:
1. At the beginning of the fall semester, the Academic Affairs Office is responsible for summarizing the number of students who can transfer to different majors and issuing relevant notices and requirements for transferring to different majors.
2. Eligible students shall submit a written application to their college (department) within the specified time (it will not be accepted after the deadline), and fill out the Application Form for Undergraduates of Chang 'an University to Change their Major (hereinafter referred to as the Application Form).
3. The college (department) where the students belong will examine the qualifications of the students who apply for changing majors. The dean (director) in charge of teaching will sign the examination opinions and publicize them in the college (the publicity period is 3 days). The application form and transcripts of the students will be submitted to the Academic Affairs Office after examination.
4. The Academic Affairs Office is responsible for organizing the examination of students who have passed the preliminary examination, forming a plan for changing majors, and forwarding the plan to the college (department) where the students intend to change majors according to the classification of the declared majors.
5. The college (department) shall sign and accept it and submit it to the Academic Affairs Office.
6. Under the leadership of the school's leading group for changing majors, the Academic Affairs Office puts forward a plan for changing majors according to the plan for changing majors and reports it to the competent school leaders for approval. The approved list will be publicized on the campus portal information network (publicity period is 3 days).
7. Students who have been approved by the school to change their major shall be notified by the academic affairs office of the college (department) and the receiving college (department), and the relevant formalities shall be handled with the Notice of Changing their Major and the Notice of Change of Student Status.
Fourth, credit records and student status management
Article 10 The credits obtained by students after changing majors shall be calculated according to the following provisions:
1. Credits for compulsory courses in the same grade or higher with major change are still valid, and courses with lower credits for compulsory courses than major change must be re-taken;
2 courses that are not included in the professional teaching plan can be counted as elective credits;
3. After students transfer to a new major, they need to complete the required credits according to the new major training plan.
Eleventh students who have gone through the formalities of changing their school status after being approved by the school and publicized shall be managed according to their majors.
Twelfth receiving colleges and universities should do a good job in the timely transmission, archiving and improvement of transfer student enrollment information to ensure the integrity, authenticity and standardization of transfer student enrollment information.
Thirteenth students transferred to a new major, such as involving changes in the relationship between the party and the group, the students themselves should go through the formalities for the transfer of organizational relations at the relevant departments in time.
Article 14 The Academic Affairs Office is responsible for the change of students' academic status and the electronic registration of students who have been approved to transfer to new majors, with the assistance of various colleges (departments).

Fifteenth these Measures shall come into force as of September 0+65438. The original "Chang 'an University Undergraduate Project Management Measures" (Chang [2013] No.210) shall be abolished at the same time.
Sixteenth schools will adjust their majors or adjust their enrollment plans for majors with more majors.
Seventeenth matters not covered in these Measures shall be interpreted by the Academic Affairs Office. ;
