According to the service content, the western plan is divided into seven special projects: basic education, serving agriculture, countryside and farmers, medical and health care, grass-roots youth work, grass-roots social management, serving Xinjiang and Tibet. In 20 18, the implementation scale of the western plan was18,300 people, including more than 2 100 members of the graduate education group of the China Youth Volunteers' Poverty Alleviation Relay Program. Since the implementation of the 15 western plan, more than 270,000 college student volunteers have been sent to serve at the grassroots level in 22 provinces, autonomous regions and municipalities in the central and western regions and more than 2 100 counties and cities in Xinjiang Production and Construction Corps.
First, the requirements for college students to voluntarily participate in the western plan:
(1) Obtain a diploma and have a real and valid resident ID card;
(2) Pass the graduation physical examination and the western planned physical examination;
(3) The total credits (or academic achievements) rank within the top 70% of the total number of students of the same grade in the department;
(4) Excellent student cadres and those with volunteer service experience are preferred;
(5) Major in agriculture, forestry, water, medicine, teachers, finance and law, which are urgently needed in the west, are preferred;
(6) Volunteers participating in the special action of youth work at the grassroots level should have accumulated 1 month or more experience in grassroots work and volunteer service, or have won awards at or above the school level, and have served as the principal leaders of student organizations at all levels.
(7) Pre-school household registration in the western region is preferred;
(8) fresh college graduates and graduate students who have been admitted as graduate students are preferred;

Article 1 The recruitment of volunteers for the Western Plan shall be arranged by the National Project Office in a unified way, and the recruitment provincial and university project offices shall organize the implementation.
Article 3 The training of volunteers for the Western Plan shall be arranged by the National Project Office in a unified way, and the service provinces, service places and university project offices shall cooperate with each other to implement it.
Article 6 After the volunteers arrive at their posts, the county-level project office shall sign a service agreement with the service units and volunteers (the format and text of the agreement shall be uniformly provided by the State Project Office) to clarify the rights and obligations among the project office, service units and volunteers.
Seventh western planning volunteers in principle, according to the unit signed at the time of recruitment to serve. However, during the service period, if the volunteer post arrangement is unreasonable, it can be adjusted within the county with my application and the consent of the service county project office. Because of health, dialect, living habits and other reasons, volunteers are really not suitable for working and living in the local area. On the basis of soliciting my opinions, the service county project office agrees and reports to the service provincial project office for approval. Service places can be adjusted within the scope of provinces (autonomous regions and municipalities) and reported to the State Project Office for the record after adjustment. In principle, service posts shall not be adjusted across provinces.
