Chapter II Rights and Responsibilities Article 6 South University of Science and Technology shall exercise its rights and perform its obligations according to law, and bear civil liabilities independently, and shall not be interfered by other organizations or individuals except for the reasons prescribed by laws, regulations and these Measures. Article 16 The Council is the decision-making body of South University of Science and Technology, and shall perform the following duties in accordance with these Measures and the Articles of Association:

(three) to examine and approve the school's articles of association or the revised draft articles of association;

(four) to examine and approve the financial budget and final accounts of the school;

(five) to examine and approve the long-term development plan, annual work plan and annual work report of the school;

(six) to review and approve the total number of school personnel and human resources management and other important systems;

(seven) to examine and approve the establishment, alteration or cancellation of academic units and administrative units;

(eight) to consider and approve other major issues related to the development of the school.

Item (3) of the preceding paragraph is reported to the Ministry of Education for approval, item (4) is reported to the municipal government for approval according to the prescribed procedures, and items (2), (5), (6) and (7) are reported to the relevant departments of the municipal government for the record. Article 17 Board meetings shall be held at least twice a year.
