First, focus on renewing ideas: change static into dynamic, and change leisure into hard work.

How to break through? Where is the road? Through in-depth and meticulous investigation and exploration, we believe that the emergence of this kind of phenomenon is related to the lack of innovation in our concepts and means, the lack of publicity and guidance, and the backwardness of preferential treatment.

First, we should give full play to local characteristics and increase the propaganda of conscription.

Public opinion mobilization and publicity are what we are good at, and the organization and development of activities are also our strengths. Third, work hard on "overall design".

Conscription is a complex systematic project, and it is not enough to rely solely on the efforts of military service organs. The military service organs and the resettlement office for retired soldiers, as the main responsible departments for conscription and resettlement, should "bind" the conscription and resettlement work. The resettlement of retired soldiers should be regarded as the key to improve the quality of conscription and solve the difficulty of conscription.
