Followed by "three trainings": First, do a good job in pre-job training. Pre-job training is an introductory professional training for college student cadres, and it is also a common sense training for the professional work of fire fighting forces. With the continuous improvement of the specialization of fire fighting and army building, only by mastering some necessary professional knowledge and understanding the basic procedures and skills of fire fighting can we take the first step. The biggest difference between college student cadres and growing cadres is the lack of experience and experience in military life. If they are assigned to important positions as soon as they join the army, they will feel helpless and powerless, so it is very necessary to train them before taking up their posts. The training form is mainly at the grassroots level, and the time can be determined according to the specific situation, or 3 months or half a year. During the period of leading troops, the "five unifications" and "six in place" were implemented. At the end of the troops, the party organization of the unit will make an appraisal. Those who meet the conditions will be "on duty", and those who do not meet the conditions can extend the time of the troops. Guangxi Corps stipulates that local college student cadres who are accepted every year must work at the grassroots level for two years. Facts have proved that this has played a positive role in the future development of student cadres in local colleges and universities, which conforms to the growth and development law of student cadres in local colleges and universities. The second is to do a good job in-service training. Wuzhou detachment is clearly aware that on-the-job training is a retraining and supplement for local college student cadres to understand fire control work. In recent years, in addition to organizing relevant personnel to participate in the corps training, the detachment has also held on-the-job training (on-the-job education) for cadres at least three times a year. Captain Cao Deli and other detachment leaders gave lectures on military management, political work, duty readiness, logistics support, fire prevention and law enforcement, etc. According to their rich work experience. The detachment makes full use of police rotation training or on-the-job education to guide local college student cadres to practice, summarize and improve. At the same time, the leaders of the detachment attach great importance to using various opportunities to teach by example. Since the detachment was equipped with squadrons in 2006, the Party Committee has consciously matched local students with growing cadres to complement each other, help each other, learn from each other and improve each other. The third is to arrange college training in a planned way. The essence of university training is to correctly handle the dialectical relationship between "hematopoiesis" and "blood transfusion" and re-learn and improve on the original basis. Three to five years after joining the army, college student cadres should be sent to military academies for supplementary training in a planned and hierarchical way, so as to give full play to their original advantages and enhance their development potential.
Finally, there is "one standard": college student cadres should meet the most basic standards in physical fitness and military skills. After college student cadres join the army, because they are engaged in a special occupation, they should also have basic standards in physical fitness and fire fighting skills. At present, the time for local junior college students in the national fire forces to be on the police is generally four to five months, and they mainly carry out individual unarmed queue training, common personal fire equipment training and fire supervision business theory learning. It should be said that this is just an "introductory" education that changes from ordinary people to soldiers. Mastering these contents is far from meeting the needs of the first post at the grassroots level. In addition, when college students join the army, some units stipulate that they must participate in professional training of fire-fighting professional skills, and they can only become official police after obtaining the primary professional qualification certificate of this major. In terms of physical requirements, we should strictly follow the physical standards of citizens to be recruited, take the principle of being able to adapt to the needs of the proposed post after enlisting, and do a good job in various physical training and skill training to meet the most basic requirements. Specifically, we should focus on it, treat it differently and master it flexibly. Compared with college student cadres, the biggest disadvantage of growing cadres is the lack of systematic learning in cultural knowledge and relatively poor foundation, which must be soberly recognized by growing cadres themselves. However, in the long-term fire fighting work, growing cadres have accumulated a lot of grassroots experience, so it is no problem to deal with general fires, emergency rescue tasks and grassroots work. However, to win the complicated fire fighting in the future, scientifically carry out fire supervision and deal with various social rescue tasks, relying only on past experience and the simple method of "looking down at cigarette butts and looking up at thread ends" is far from meeting the needs of the rapid development of the situation. Therefore, we should also do the following:
First, growing cadres must establish the concept of learning. In order to improve the learning concept of growing cadres, Wuzhou detachment mobilized many times in the form of chief officials' meetings. At the meeting of grass-roots officials, Cao Deli, the detachment leader, stressed that in the face of the ever-changing situation, growing cadres should catch up, seize various learning opportunities at inappropriate times, firmly establish the concept of learning at any time and lifelong learning, constantly update scientific and cultural knowledge and fire fighting business theory, and always pay attention to the most cutting-edge knowledge in the fire fighting field. The mobilization of the detachment has played a positive role in enhancing the learning concept of the growing cadres.
The second is to strengthen the training of growing cadres. Since 2006, Wuzhou detachment has formulated a study plan for growing cadres for three to five years, organized and implemented it in strict accordance with the plan, and selected training targets in strict accordance with the prescribed admission conditions and proportion requirements. Focus on training cadres who have many years of grassroots work experience and have development prospects. Encouraged by the leaders of the detachment, all grass-roots brigades actively encourage cadres to participate in correspondence, evening classes or full-time study on the premise of completing their normal work. Cao Deli, the detachment leader, also personally instructed the cadres who were studying full-time, and solved their practical difficulties in welfare and family life as much as possible according to the local actual situation, so that they could really settle down to study.
The third is to give full play to the advantages of educational resources in resident colleges. Wuzhou detachment actively encourages on-the-job growth cadres to participate in cultural studies in local colleges and universities. Under the direct concern of the leaders of the detachment, since 2006, more than 30 growing cadres of the detachment have actively participated in full-time or correspondence study in Tsinghua University, China University of Science and Technology, Armed Police College, resident colleges, party schools, night universities and graduate students, which has played a positive role in improving their own quality. Growing cadres are generally aware of the differences between themselves and college students in knowledge level, thinking mode, theoretical level and professional skills. College student cadres are also aware of their own lack of practical experience and the relationship between officers and soldiers. Therefore, on the whole, college student cadres and growing cadres can understand each other, learn from each other, cooperate with each other, and promote each other to achieve the effect of complementing each other.
We should give full play to the professional expertise and knowledge advantages of student cadres in colleges and universities. They entered the army with a skill, but some leaders attach too much importance to their professional expertise and are eager to put them in technical positions such as fire supervision and equipment maintenance, "one for life." Doing so will inevitably lead to the single professional quality of these talents, and the future road will become narrower and narrower. Moreover, in the arrangement and use of cadres, there is a phenomenon that highly educated talents in a certain position are clustered together and some positions are vacant. It should be noted that in the future, fire fighting and emergency rescue need a variety of professional technologies to fight together, and various new technologies, new equipment and new drills are widely used in fire fighting and social rescue. In this case, it is obviously difficult for a single type of professionals to adapt to the requirements. With the increase of the proportion of college student cadres joining the army, they will become an important part of the cadre team, and efforts should be made to broaden the road of cadre growth and cultivate them in an all-round way.
1, optimize the leadership structure
Optimizing the leadership structure is directly related to getting and using people, and it is the first link in building a high-quality cadre team in fire fighting forces. Growing cadres, while doing their jobs conscientiously, should constantly consult university student cadres, learn more from their strengths, learn more from their knowledge, and make up for their shortcomings. When matching teams, all units should consciously and reasonably match according to the different characteristics and respective advantages and disadvantages of college students and growing cadres, so as to truly complement each other's advantages. "1+1>; 2 "effect. When the leaders of growing cadres work at the grass-roots level, they should let the deputy cadres of college students boldly break through and try, so as to achieve "they do it in front and we will watch it later" and put forward frank and pertinent opinions afterwards, so as to really make them grow and progress in practical work. At the same time, we should solicit more opinions and suggestions from college student cadres on the long-term planning of army building.
2. Improve the post exchange system.
Wuzhou detachment attaches great importance to strengthening the construction of cadres through post exchange. Since 2006, the detachment has deeply understood the spirit of the corps' requirements on the construction of cadres, made overall consideration and reasonable arrangements in strict accordance with the standards of "revolutionization, youthfulness, knowledge and specialization", strengthened macro-control over the exchange and rotation of cadres, and highlighted the mechanism of "promotion and demotion" and "mutual exchange" of cadres. Further intensify the innovation, improvement and implementation of the system, and establish a mechanism that runs through all aspects of cadre training, selection, appointment, management and supervision. When selecting the chief officers of large (middle) teams, the detachment will consciously rotate the cadres who have worked in a certain unit for more than two years according to the post exchange system according to the assessment results of the cadre departments and the sense of identity of the officers and men. Seven comrades who have been engaged in fire fighting for a long time have been transferred to the headquarters, three comrades in the political work department have been transferred to fire fighting posts, five government cadres have been sent to the grass-roots level as chief officers, and three mid-team leaders have been promoted to the leadership positions or government offices of the brigade, thus forming a good atmosphere of "those who are competent, those who are mediocre and those who are mediocre" and further mobilizing the enthusiasm of cadres.
3. Improve the training mechanism of compound talents.
Compound talents include compound knowledge, compound ability and compound thinking. This feature determines that everyone should improve their overall quality. In this regard, all levels of the military should consciously cultivate compound talents who know both politics and military affairs, as well as command and expertise. Therefore, it is necessary to communicate between college students and growing cadres in command and technology, military and politics, organs and grass-roots units, fire prevention and fire fighting, constantly optimize the comprehensive quality structure, and cultivate compound talents who understand technology, command, management and excellent writing style. Only in this way can we form a good atmosphere in which one person can be versatile, one person can be versatile and give full play to all aspects of cadres' talents and promote their all-round development. At the same time, we can purposefully cultivate and set up models of growing cadres and college students' cadres, and strive to make these two types of cadres with different experiences become role models and learning standards in their own jobs through the publicity and encouragement of typical characters. It will also have a good effect in the army. At the same time, it is also a spur and promotion to those college students, growing cadres and backward cadres, so that they can play their due level in the construction of fire fighting forces.
