Because the Fourth Military Medical University is a national 2 1 1 engineering university. College of the First Hospital and the Second Hospital, of which 2 1 1 colleges and universities are bureau-level. The presidents or secretaries of 32 universities, such as 985 University and National University of Defense Technology at the Deputy Military Level, are vice ministerial level.

The PLA Air Force Medical University is a key construction institution of the national "2 1 1 Project" and the military "2 1 10 Project", a pilot institution of the "Excellent Doctor Education and Training Program" and a world-class discipline construction institution. It is the cradle for the army to train senior and intermediate medical talents.

There are three types of universities in China. The first is a national key university. The principals or secretaries of 32 universities, including 985 universities and deputy military-level National University of Defense Technology, are deputy ministerial level, that is, level 6 to level 10;

1992 designated by the central government: 14 Universities with secretaries and principals under the central management: Peking University, Tsinghua University, China Renmin University, Beijing Institute of Technology, Beijing University of Aeronautics and Astronautics, Beijing Normal University, China Agricultural University, Beijing Medical University, China University of Science and Technology, Fudan University, Shanghai Jiaotong University, Harbin Institute of Technology and Xi Jiaotong University.

In 2000, seven colleges and universities were added, and the administrative level of party secretary and president was vice minister: Nankai University, Tianjin University, Zhejiang University, Nanjing University, Wuhan University, Sichuan University and Sun Yat-sen University.

From June, 5438 to February, 2003, 1 1 colleges and universities were added. The administrative level of Party secretary and president was deputy ministers: Jilin University, Dalian University of Technology, Tongji University, Southeast University, Shandong University, Xiamen University, Huazhong University of Science and Technology, Central South University, Chongqing University, Lanzhou University and Northwest A&F University.

The party secretary and president of the above colleges and universities are deputy ministers of administration. Except for the above 33 universities, the other one or two universities, including 2 1 1 universities, are bureau-level principals or secretaries, that is, eight to thirteen people.
