These universities are all 985 universities. The leaders of these universities are all deputy ministerial leaders, appointed by the central government. There are also several non-China-managed 985 colleges and universities whose leaders are directors and appointed by the Ministry of Education. They are Northeastern University, University of Electronic Science and Technology of China, Minzu University of China, Hunan University, East China Normal University, China Ocean University and South China University of Technology.

Middle-level colleges and ordinary undergraduate colleges are both official departments, and middle-level cadre colleges have deputy ministerial leaders. Among middle-level management colleges, only the Independent Commission Against Corruption College is headed by a deputy ministerial level and appointed by the central government. The executive vice president is the main hall class, the vice president is the deputy hall class, and the vice president is directly appointed by the Ministry.

The secretary of the Party Committee of Minzu University of China is a deputy ministerial level, because Zhang Jingze, the secretary of the Party Committee of Minzu University of China, is a full-time member of the State Ethnic Affairs Commission (deputy ministerial level), and the secretary of the Party Committee of Minzu University is only a part-time member. Of course, the president of Minzu University of China is still at the main hall level.

The secretary of the People's Public Security University of China is also the deputy ministerial level, and the president is still the main hall level. Because the public security university was originally the director of the border defense bureau of the Ministry of Public Security, and was originally the deputy ministerial leader, it is now transferred to the secretary of the public security university, and the level remains unchanged. In addition, the president and secretary of the People's Police University of China are all vice-ministerial leaders, although the People's Police University of China is not a middle-level university.
