It is jointly established by the board of directors of State Grid Corporation, China Electric Power Enterprise Federation and other 12 super-large power groups and the Ministry of Education.

The school 1958 was founded in Beijing, formerly known as Beijing Electric Power Institute, and has long been managed by the national electric power department. 1969 school moved to Handan, Hebei province, 1970 moved to Baoding, renamed Hebei Electric Power Institute. 1978 was approved by the State Council as a national key university, and was renamed as North China Electric Power Institute in the same year.
