Articles of Association of Southeast University Student Union
Chapter I General Provisions

Article 1 The Student Union of Southeast University is an autonomous organization of all China undergraduates and junior college students in Southeast University.

Second Southeast University Students' Union accepts the leadership of Southeast University Committee of China * * * Production Party and the guidance and help of Southeast University Committee of China * * * Production Communist Youth League.

Article 3 The Student Union of Southeast University shall abide by the laws and regulations of the state and carry out activities within the scope permitted by law.

Article 4 Southeast University Student Union is a member of All-China Student Union, Jiangsu Student Union and Nanjing Student Union.

Article 5 All rights of Southeast University Student Union belong to all members. The institutions where members exercise their democratic rights are the student congresses of Southeast University, the student congresses of all departments and the student congresses of the whole class.

Article 6 The chairman of the Student Union of Southeast University is the sole representative of the Student Union of Southeast University.

Article 7 The purpose of Southeast University Student Union is to "serve students wholeheartedly".

Article 8 The main tasks of this Association are:

(1) Implement the Party's educational policy, adapt to the needs of reform and opening up and the era of knowledge economy, and create favorable conditions for students to improve their democratic quality, establish scientific spirit and become talents in an all-round way.

(two) actively reflect the opinions and suggestions of students, promote communication between schools and students, participate in the management and decision-making of student affairs inside and outside the school, safeguard the legitimate rights and interests of students, enthusiastically serve students, and assist and promote the education and management of the school.

(three) to advocate and organize students' self-management, self-education and self-service, and to carry out healthy, beneficial and colorful social practice activities and campus cultural activities.

(4) Constantly strengthen and improve the self-construction of student associations, and train a number of high-quality student cadres.

(5) Develop friendly relations with brother universities and strengthen ties with students from Taiwan, Hong Kong and Macao. Establish a good image of Southeast University students in society.

(6) According to the latest "Twelfth Five-Year Plan for the Reform and Development of Southeast University", lead the students to actively participate in the journey of building Southeast University into an internationally renowned and high-level research university.

Article 9 This Association practices the principle of democratic centralism. The student congresses and the student congresses of various colleges and departments (general branches of the Communist Youth League) are democratically elected, and the congresses are responsible to their members and supervised by them. The chairmen of the Standing Committee and the Executive Committee are elected by the students' congress, responsible for the students' congress, reporting their work and being supervised by it. The division of functions and powers of student organizations at all levels follows the principle of giving full play to the enthusiasm, initiative and creativity of grassroots student organizations under the unified leadership of the student union.

Article 10 The Constitution of People's Republic of China (PRC) is the highest criterion for all activities of the Association.

Chapter II Rights and Obligations of Members

Article 11 All China undergraduates and junior college students who have obtained the status of Southeast University are members of the Association.

Article 12 Members shall enjoy the following rights according to the articles of association:

(1) Enjoy equal right to vote and stand for election in this Council.

(two) have the right to supervise, criticize and make suggestions on organizations and cadres at all levels and their work through various proper channels and means.

(three) enjoy the right to participate in various activities organized by the association.

(4) Members have the right to request the help and protection of this Association when they are treated unfairly; When members encounter difficulties in their study and life, they have the right to ask for help from the association, and organizations at all levels of the association must take it seriously.

(5) Those sentenced to detention with probation shall not enjoy the above rights during their detention.

Article 13 When exercising the rights conferred by the articles of association, members must fulfill the following obligations:

(a) abide by the national constitution and other laws and regulations, abide by the rules and regulations of the school, and abide by the articles of association of this association.

(two) in the exercise of rights, it shall not harm the interests of the state, society and this association, and shall not hinder others from exercising their rights.

(3) Support the work of organizations at all levels of the Association, actively participate in various activities organized by the Association, implement the resolutions of the Association, strive to complete the work entrusted by the Association, and safeguard the honor of the Association.

(4) In addition to fulfilling their membership obligations, the cadres of student unions at all levels must be honest, study hard and serve their classmates enthusiastically.

Chapter III Power

Section 1 Student Congress

Article 14 The Student Congress of Southeast University (hereinafter referred to as "Student Congress") is the highest authority of the Association.

Article 15 The convening of the student congress should be advanced or postponed: under special circumstances, it should be proposed by the Presidium of the Student Union, approved by more than two thirds of the members of the Standing Committee, and reported to the Party Committee, the Youth League Committee and the student congress of Southeast University for approval.

Article 16 The student congress shall be prepared by the last Standing Committee and the Executive Committee.

Seventeenth student congresses are held every four years, presided over by the presidium of the congress. The Presidium of the Congress consists of the last Standing Committee and the Executive Committee.

Eighteenth representatives of the school congress are democratically elected by the students' union of colleges and departments. The number of representatives of each college and department is allocated according to a certain proportion of the total number of students in each college, department and department and the class of students.

Nineteenth students' congress shall be held only when more than two-thirds of the formal representatives are present.

Article 20 A resolution of the General Assembly can only be adopted with the consent of more than half of the formal representatives present at the meeting.

Twenty-first southeast university student union articles of association must be amended by more than two-thirds of the formal representatives attending the meeting.

Twenty-second students will exercise the following functions and powers:

(1) Hearing, deliberating and adopting the work report of the Presidium of the last Executive Committee.

(2) To decide the working principles and tasks of this student union.

(3) Revise, review and pass the articles of association of Southeast University Student Union.

(4) Elect the new President of the Student Union.

(5) Electing the new chairman of the Standing Committee.

(six) to confirm the qualifications of the members of the Standing Committee elected by the student congresses of various departments.

(seven) to examine and approve the list of executive committees proposed by the president of the new student union.

Article 23 During the school congress, delegates shall enjoy the following rights:

(a) the right to propose a bill within the scope of functions and powers of the student congress. All proposals should be submitted to the organizing Committee of the conference one week before the conference, and the presidium of the conference will decide whether to include them in the agenda of the conference. The new Standing Committee or the Standing Committee is responsible for answering bills that are not included in the agenda of the meeting.

(two) have the right to inquire about all the work reports of the previous Executive Committee and the Standing Committee.

Article 24 Deputies to student congresses shall also perform the following obligations:

(1) Listen to the voices of members and reflect their opinions.

(2) Attend the student congress on time.

(three) conscientiously perform their duties and exercise their functions and powers.

Section 2 Standing Committee

Article 25 The Standing Committee (hereinafter referred to as the "Standing Committee") is a permanent body when the student congress is not in session, and exercises the functions and powers entrusted by the student congress.

Article 26 The Standing Committee adopts a collegiate system, and the resolutions of the Standing Committee shall take effect only after they are passed by more than half of all the members.

Twenty-seventh school students will recommend one or two former members as members of the Standing Committee. Each college or department produces a member of the Standing Committee, which is chaired by each college or department. Members of the Standing Committee are responsible to all undergraduates of Southeast University.

Article 28 The chairman of the Standing Committee shall be nominated by the Presidium of the Student Congress among the members of the new Standing Committee and elected by the Student Congress.

Twenty-ninth members of the Standing Committee shall not concurrently serve as cadres of the Executive Committee of the Student Union.

Article 30 Adjustment method of the Standing Committee of the student congress when it is not in session: the new Standing Committee shall be recommended by the student union of the school, and each college and department shall recommend one student, and report to the Youth League Committee and the chairman of the current Standing Committee for approval.

Article 31 Measures for the adjustment of the chairman of the Standing Committee when the student congress is not in session: The previous Standing Committee nominated from the members of the previous Standing Committee or the new Standing Committee and reported to the Youth League Committee for approval.

Article 32 The Standing Committee shall exercise the following functions and powers:

(1) Explain the Articles of Association and supervise its implementation.

(two) to supervise the appointment of the chairman, vice chairman, director of the office and minister of the Executive Committee. When necessary, the chairman, vice-chairman, director of the office and ministers of various ministries of the Standing Committee may be removed with the consent of more than three-quarters of the members of the Standing Committee and the director of the Standing Committee.

(3) Accepting the resignation of members of the Executive Committee. Under special circumstances, an enlarged meeting of the Standing Committee shall be held to elect the director of the Executive Committee, and the elected members shall be approved by more than two thirds of all members.

(four) to review and approve the work plan and work summary of the Executive Committee for each semester, and to review the use of funds; To supervise and inspect the work of the Chairman's Group of the Executive Committee, and have the right to ask questions to the members of the Chairman's Group, and those who are asked must give an answer.

(five) to listen to and collect opinions and suggestions on the work of the student union and the work of the relevant departments of the school, and give a reply within two weeks.

(six) at the end of each term, in the student congress is not in session, responsible for the formation of a new standing committee. The establishment of the new Standing Committee needs to be completed before the establishment of the new Executive Committee of the Student Union.

(seven) to exercise other functions and powers entrusted by the Congress.

Chapter IV Implementing Agencies

Section 1 Executive Committee

Article 33 The Executive Committee (hereinafter referred to as the "Executive Committee") consists of members of the presidium, directors of offices and ministers of various ministries, and is the highest executive body of the Association when the student congress is not in session.

Article 34 The Executive Committee shall set up functional departments such as offices. The appointment and removal of the deputy director of the office and the deputy ministers of various ministries shall be proposed by the director of the office and the ministers of various ministries respectively, approved by the meeting of directors and reported to the Standing Committee for the record.

Article 35 Adjustment measures during the intersessional period of student congresses: Vice-chairmen, directors of offices and ministers of various ministries shall be nominated by the chairman of the new Executive Committee, approved by more than two-thirds of the members of the current Executive Committee, and reported to the Standing Committee for the record.

Article 36 The Executive Committee shall implement the chairman responsibility system.

Section 2 Presidium

Article 37 The Presidium of the Executive Committee is the leading body of the Executive Committee. There shall be one chairman and several vice-chairmen. The total number of chairmen and vice-chairmen must be odd (except the chairman of Dingjiaqiao Campus Student Union). The presidium practices democratic centralism. The chairman is democratically elected by the student congress; The vice-chairman shall be democratically elected by the congress or nominated by the chairman, and approved by the congress or the Standing Committee (when the congress is not in session).

Article 38 The chairman of the Student Union in Dingjiaqiao Campus serves as the vice chairman of the Student Union of Southeast University and attends the joint meeting of chairmen.

Article 39 When the academic conference is not in session, the vice-chairman shall be nominated by the chairman among the candidates for vice-chairman, which shall be approved by more than two thirds of the members of the current Executive Committee and more than half of the members of the Standing Committee.

Article 40 The presidium shall exercise the following functions and powers:

(a) to implement the resolutions of the student congress, implement the articles of association, formulate the overall work plan of the Executive Committee of the Student Union, and lead the work of various departments.

(2) Deciding on the organizational structure of the Executive Committee, and nominating and appointing the heads of departments of the Standing Committee.

(three) to prepare for the next student congress and report to the student congress.

(four) to decide on major issues of the Executive Committee and exercise the functions and powers entrusted by the student congress.

Article 41 When the Congress is not in session, it shall be responsible to the Standing Committee, report its work regularly and accept its supervision and inspection. Solve the proposal of the Standing Committee in time (or discuss with the relevant departments of the school) and give a reply.

Article 42 The probation period for members of the presidium is one month. After the probation period expires, the Standing Committee will organize an assessment team to assess the members of the presidium. Those who fail to pass the assessment will be reported to the Standing Committee for discussion and decision on whether to revoke their posts.

Article 43 During the term of office of a member of the presidium, the Standing Committee may deliberate and vote on the members of the presidium upon the proposal of more than one-third of the members of the Standing Committee and with the consent of more than one-half of the members of the Standing Committee, and revoke their posts with the consent of more than three-quarters of the members of the Standing Committee and the chairman of the Standing Committee.

Article 44 In the absence of the chairman, one of the vice-chairmen shall be elected, and with the consent of the Standing Committee, the vice-chairman shall succeed the chairman. In the absence of the vice chairman, he shall be re-appointed by the chairman and reported to the Standing Committee for the record.

Section 3 President of Student Union

Article 45 The President of the Student Union shall also serve as the Chairman of the Executive Committee. The president of the student union is democratically elected by the student congress.

Article 46 The term of office of the President of the Student Union shall be at least one year and at most two years.

Article 47 Adjustment measures when the student congress is not in session: The new president of the student union shall be democratically elected by qualified candidates, and shall take effect after being approved by more than two thirds of the members of the Standing Committee.

Article 48 The president of the student union has the right to nominate the vice-president of the student union, the director of the office and the ministers of various ministries to the student congress and the Standing Committee, but it will take effect only if it is approved by more than half of the student congress or the Standing Committee.

Article 49 The president of the Student Union has the right to directly recall the vice-president of the Student Union, the director of the office and the ministers of various ministries, but it must be reported to the Standing Committee for the record.

The fourth quarter functional departments (room)

Article 50 Each functional department (office) is the permanent functional organization of the Executive Committee to handle daily work and carry out activities.

Fifty-first departments (rooms) by the department (room) long (director) presided over the work, responsible to the presidium.

Fifty-second ministries (departments) to implement the ministerial responsibility system.

Fifty-third functional departments (offices) need to formulate corresponding rules and regulations, clear the direction of work and internal functions and powers, and report to the presidium for approval and the Standing Committee for the record.

Section 5 cadres

Article 54 The basic requirements of the cadres of this Association are as follows:

(a) with a high degree of political and ideological awareness and moral level, adhere to the four cardinal principles.

(two) good academic performance, abide by school rules and regulations, unite with the majority of students, set an example, can play an exemplary role.

(3) Strong organizational ability, social activity ability and sense of responsibility, and the spirit of serving students wholeheartedly.

Article 55 The basic conditions that a presidium should meet are:

(a) The average GPA is 3.0 or above or the top 30%.

(2) There is no first failed course.

(3) The average score of dormitory hygiene is above 85.

(4) have more than two years of work experience in the student union and more than one year of experience as a student union cadre.

Article 56 The Presidium of the Student Union shall regularly assess the work of the student union cadres and inform their institutions and departments.

Chapter V Grassroots Organizations

Section 1 Department Student Union

Article 57 The student union of each college and department is the middle-level organization of this Association, under the dual leadership of the Youth League Committee of the college and department and the student union, and under the guidance and help of the Youth League Committee of the college and department.

Section II Class Committee Meeting

Article 58 The class committee is the grass-roots organization of the association, which is directly elected by the students' meeting of the whole class, and is responsible for the whole class and reports its work.

Article 59 The class committee is under the dual leadership of the Youth League Committee of the College Department and the Student Union of the College Department, and accepts the guidance and help of the class teacher.

Article 60 The organization, responsibilities, powers and working procedures of the class committee shall be decided by the student cadre group of the student union of the college or department.

Article 61 The class committee is composed of the monitor, deputy monitor and several members, all of whom are democratically elected.

Article 62 The composition of the class committee shall be reported to the college or department student union for the record.

Article 63 The term of office of the class committee is one year. Under special circumstances, a class meeting can be held in advance to re-elect the class committee after consultation between the student cadre group and the head teacher of the college or department student union.

Chapter VI Supplementary Provisions

Sixty-fourth students' federations regularly select and commend outstanding student union cadres and excellent classes. When necessary, the relevant personnel may be commended and rewarded.

Article 65 All departments of the Executive Committee of the Student Union may formulate their own work regulations according to the articles of association, but the contents shall not conflict with the articles of association.

Article 66 of the Articles of Association "above and below" includes this number.

Article 67 The Standing Committee of the Student Congress shall be responsible for the interpretation of these Articles of Association.

Article 68 The Articles of Association shall come into effect as of the date of adoption and promulgation by the 23rd Student Congress of Southeast University.
