In order to adapt to the reform and development of higher education in our province, strengthen the training of talents urgently needed by the society, and promote the standardized running of colleges and universities, according to the Ministry of Education's Regulations on the Management of Students in Ordinary Colleges and Universities, the Interim Measures for Electronic Registration of Freshmen's Student Status in Ordinary Colleges and Universities, and the Fujian Provincial People's Government's Opinions on Reforming and Perfecting the Governance of Higher Education to Promote the Connotation Development of Colleges and Universities (No.[20 14]229), students in ordinary colleges and universities in our province are now standardized to change majors.
First, undergraduate and junior college students in colleges and universities should change their majors on the premise of maintaining educational equity, and on the principle of respecting students' wishes, giving full play to their specialties, cultivating innovative talents and not affecting students' completion of their studies.
Two, meet one of the following conditions, after my application, the school evaluation can be transferred to the professional:
(a) after entering school, due to some diseases or special difficulties, he can't study in the original major, but he can still study in other majors;
(2) Having expertise and relevant achievements, and changing majors can give full play to expertise;
(3) The society's demand for talents changes, and the school can adjust the majors of students with the consent of students when necessary;
(four) other in line with the relevant provisions of the professional transfer.
Three, the school approved students to change majors should comply with the relevant provisions of the state, province and school, and there should be enough materials to prove that it is necessary to change majors. If a student changes his major due to illness, he should provide the original medical records diagnosed by the secondary hospital designated by the school; If there are special difficulties in applying for major changes, materials sufficient to explain the situation shall be provided; If you have expertise, and changing majors can give full play to your expertise, you should provide relevant achievements or expert certificates.
Four, students who meet the conditions of changing majors shall be approved by the school applying for changing majors. The procedures for students to change majors should be handled centrally at the end of each semester. If it is confirmed that you are allowed to change your major, the school should change your school status in accordance with the requirements of electronic registration in the academic year of the Ministry of Education, and send a copy of professional official documents to our bureau for the record. Unconfirmed professional information shall not be operated on the information management platform of student status and academic qualifications.
Five, students belong to one of the following circumstances, the school will not be transferred to the major in principle:
(a) did not report to the original admission school, registered for less than one semester;
(2) At the time of enrollment, the state has clearly stipulated that undergraduate and junior college students can't change majors, including foreign language students, oriented students, national defense students, students majoring in minority languages, art and sports, and free normal students (except those who choose the second major within the scope of normal majors according to school regulations);
(3) Undergraduate and junior college students with special requirements at the time of enrollment and students with special enrollment types who have not participated in the national unified college entrance examination (including college entrance examination, five-year consistent system, three-two-stage system, individual enrollment, walking students, and recommended exemption from secondary vocational schools);
(4) From a low level of education to a high level of education;
(five) to retain the qualification for admission, to retain the school status, and to suspend the school status;
(six) more than two times (including two times) is significant;
(seven) should be suspended from school or expelled from school;
(8) In the graduation school year;
(nine) other unfair and unjust.
Six, strengthen and protect the basic professional and urgent shortage of professional.
(1) The number of interdisciplinary majors in higher vocational education such as engineering and agronomy, agriculture, forestry, animal husbandry and fishery, transportation, biochemistry and medicine, resource development and mapping, materials and energy, civil engineering, water conservancy, manufacturing, electronic information, environmental meteorology and safety, textile and food shall not exceed 10% of the actual enrollment of this major in that year.
(2) For undergraduate education in economics, management, politics and law, and higher vocational education in finance and economics, public affairs and other related majors, the number of interdisciplinary transfers shall not exceed 5% of the actual enrollment of the major in that year (independent colleges and private colleges shall not exceed 8% of the actual enrollment of the major in that year).
(3) For majors other than the related majors mentioned in (1) and (2) above, in principle, the number of students transferred out and transferred in should be controlled within 15% of the actual enrollment of this major in the current year.
Seven, the enrollment batch at the time of admission is the second batch of undergraduate students, and may not be transferred to a batch of undergraduate majors.
Eight, students who are admitted to a separate enrollment college code cooperative education major can only be transferred to the same enrollment college code cooperative education major after enrollment.
Nine, college students return to school after retirement, can be given priority in the same discipline.
Ten, colleges and universities should actively carry out all kinds of psychological counseling, career guidance and career planning activities, to help students fully understand the subject categories or majors from their own interests, specialties, personality characteristics and social needs, enhance students' adaptability and stability in professional learning, and rationally choose majors.
Eleven, colleges and universities should be highly responsible for students, according to the relevant requirements of this guidance, combined with the actual situation of the school, further standardize and improve the system of students changing majors, formulate specific management regulations and implementation details, and publish them on the school website, effectively strengthen the management of students changing majors, and ensure the normal enrollment order and teaching order.
Twelve, college student work should adhere to the principle of seeking truth from facts, standardized operation, in violation of the principle, fraud or conceal the real situation of students in colleges and universities, will be informed, and the responsible person to make corresponding treatment.
