Meng was born in Zhengwan Village, Linqing County, Shandong Province (now Linxi County, Hebei Province),1March 909 1909. When he was four or five years old, he studied with Mr. Xue. Later, because Mr. Wang was transferred to Wu Xun Primary School to teach, he followed him to school until he graduated from primary school at the age of 12. He is talented and has shown great talent since he was a child, so he is known as a "child prodigy". His middle school days were spent in Shandong No.1 Middle School in Jinan. In his youth, he didn't study hard, but he had many hobbies, such as singing and playing the flute. He was an active member on the basketball court. After graduating from high school, he was admitted to Beiyang University with excellent results, and at the same time received public funding from Shandong Province. At that time, it was difficult for warlords to supply public funds on time, and it was finally cut off, so that he had to rely on part of the income from carving wax plates to pay for school meals. Finally, I took a year off school and barely graduated by teaching and saving some money. 1932 Meng graduated from the civil engineering department of Beiyang Institute of Technology (then the name of Beiyang University). From graduation to War of Resistance against Japanese Aggression's victory, he has taught in Wuhan University, Shandong University, Northwest United University, Northwest Institute of Technology, Chongqing University and Northwest Agricultural College. 1939 went to Chongqing university to teach in August, and was later hired as a professor at the age of 30. At that time, it was very rare for a teacher who had no experience in studying abroad to be hired as a professor with such qualifications and age. This is mainly due to his high sense of responsibility for education and outstanding achievements in teaching posts. In the rear area of the Anti-Japanese War, teachers' salaries were meager. Although his family is poor, he is very helpful. Many classmates, friends and students who came to take refuge from enemy-occupied areas gave generously. Even under extremely difficult living conditions, out of love and persistent pursuit of his career, he always devoted all his energy to education. At that time, there was a lack of reference materials, and he studied hard day and night. He not only opened a course of "Advanced Structure Research" with a certain depth, but also compiled the earliest statically indeterminate structure textbook in China. Unfortunately, due to the hardships of life, he was extremely deficient in nutrition and overworked.
