University campus management regulations
Chapter I Environmental Management Article 1 These Regulations are formulated in order to further strengthen the environmental management of the campus, run the school according to law, and build the campus into a green and harmonious campus commensurate with internationally renowned high-level research universities. Chapter II Scope of Management Article 2 The scope of application of these Regulations is the campus management of the teaching area of the department and the Xishan student living area (hereinafter referred to as the campus). The management of other campuses and residential areas shall be stipulated separately. Chapter III Management Department Article 3 The school implements the campus management mode of centralized and unified management and division of responsibilities. As the centralized department of campus management, the State-owned Assets Office manages and coordinates the campus environment in a unified way. Responsible for the maintenance and repair of water supply and drainage, street lamps, roads, squares, fences, etc. On campus, it is responsible for the maintenance and supervision of campus green space and flower beds, the management of campus environmental protection, and the organization and implementation of typhoon prevention and flood control in flood season; The infrastructure department is responsible for the planning and management of the park, managing and coordinating the civilized construction and environmental protection of the construction projects under its jurisdiction, and the municipal gas company is responsible for the maintenance of the gas pipeline network; The school office is responsible for the production and management of school famous brands and school gate cards; The propaganda department is responsible for the establishment, daily update and maintenance of campus plan and campus publicity column; The student affairs office is responsible for the establishment and daily maintenance of newspaper columns to ensure the timely update of newspapers; The academic affairs office is responsible for the establishment and daily maintenance of the course arrangement column; The public security department is responsible for campus safety, traffic management and the setting and maintenance of various traffic signs in the school; The logistics department is responsible for campus greening, sanitation and environmental cleaning management, heating pipe network maintenance and campus advertising management; The network center is responsible for the maintenance of data communication network cables; The telephone station is responsible for the maintenance of telephone network cables; The news center is responsible for coordinating cable TV companies in the maintenance of cable TV network lines; All departments and directly affiliated units are responsible for the maintenance and management of special columns in front of their respective office buildings or laboratories. The establishment and renewal of the above-mentioned campus management projects shall be reported by the responsible unit to the state-owned assets supervision and administration department for the record. Chapter IV Detailed Management Rules Article 4 All units that carry out construction on campus must strictly implement the regulations of the government and schools on construction management, adhere to civilized construction, and are not allowed to build or pile up materials at will. Transport vehicles are not allowed to spill materials along the way. Residual soil and waste residue should be cleaned up in time, guardrails, baffles and warning signs should be set up on the construction site according to regulations, and the site should be cleaned and leveled in time after completion. No construction unit may mix cement or make cement prefabricated parts on the road. The construction unit shall report to the State-owned Assets Supervision and Administration Office for examination and approval if the road site is occupied and temporary buildings are built outside the planned building red line. Article 5 Any unit that carries out maintenance, renovation and construction on campus shall apply to the state-owned assets department before construction, and go through the environmental protection mortgage formalities after approval by the state-owned assets department before construction. After the construction, according to the landform or greening restoration, part or all of the mortgage payment will be refunded. Before the audit and financial settlement of the completion declaration of the construction project, there must be the acceptance opinions of the state-owned assets department on the project, otherwise the settlement procedures will not be handled. Article 6 In order to protect the campus planning facilities and the formed tree green space, planting or transplanting trees in the campus green space, or planting memorial trees or erecting monuments by alumni, or transforming the campus green space, the implementing unit shall apply to the state-owned assets department before construction, and the construction can only be started after the overall campus planning is examined and approved by the state-owned assets department.
