Article 1 In order to thoroughly study and implement General Secretary Xi Jinping's important exposition on public security work and education in the new period, especially his important speech at the National Public Security Work Conference and the National Education Work Conference and the spirit of important instructions at the flag-raising ceremony of the China People's Police, we will conscientiously implement the opinions of the Central Committee on strengthening public security work in the new period and the implementation opinions of the State Council on deepening the reform of the examination enrollment system. In order to ensure the smooth development of undergraduate enrollment in People's Public Security University of China (hereinafter referred to as Public Security University), standardize enrollment behavior, and safeguard the legitimate rights and interests of candidates, according to the Education Law of the People's Republic of China, Higher Education Law of People's Republic of China (PRC), People's Police Law of the People's Republic of China and Opinions on Strengthening the Reform of People's Police Recruitment in Public Security Organs and the Recruitment and Training System of Public Security Professionals in Public Security Colleges.

Article 2 These Articles of Association are applicable to the recruitment of full-time undergraduates in public security colleges.

Article 3 Undergraduate enrollment in public security colleges should carry out the fundamental tasks of educating people, educating police and casting souls, adapt to the modernization of public security work and the revolutionization, standardization, specialization and professionalization of the public security team, reflect the nature of public security colleges and the professional characteristics of the people's police, link up the recruitment of people's police in public security organs, highlight political standards, follow the principles of fairness, impartiality and openness, adhere to comprehensive assessment, comprehensive evaluation and merit-based admission, and accept the supervision of discipline inspection and supervision departments, candidates, parents and all sectors of society.

Chapter II General Situation of Schools

Article 4 The full name of the school is People's Public Security University of China, and the English name is People's Spurious Security University of China.

In the national public security colleges, the public security discipline is the most comprehensive, the school scale is the largest, and the education level is the most comprehensive.

Chapter III Organizational Structure

Article 7 The Public Security University shall set up a leading group for undergraduate enrollment, which shall be fully responsible for undergraduate enrollment. The leader of the leading group is the principal, and the members are leaders of relevant schools and responsible comrades of relevant departments.

Article 8 The Admissions Office of Public Security University is a permanent institution that organizes and implements undergraduate enrollment. Responsible for the daily work of undergraduate enrollment under the leadership of the leading group for undergraduate enrollment.

Article 9 The Public Security University shall set up a leading group for undergraduate enrollment supervision to comprehensively supervise the undergraduate enrollment work. The office of the supervision leading group is located in the school discipline inspection and supervision room.

Chapter IV Enrollment Specialty and Enrollment Plan

Article 10 Enrollment majors include:

(1) Public security major and professional direction: public security science, public security science (direction of police law), investigation science, public security information science, criminology, public security management science, foreign-related policing, police command and tactics, public security political work, exit-entry management, criminal science and technology, traffic management engineering, security prevention engineering, network security and law enforcement, public security audio-visual technology, and data policing technology.

(2) Non-public security major: law.

Eleventh public security colleges and universities strictly implement the requirements of the reform of the recruitment and training mechanism of the people's police of public security organs, and insist on enrolling students on demand. According to the provincial public security organs and the vertical management departments of railway police organs, the Capital Airport Public Security Bureau and the national exit-entry administration, the relevant policy authorities are invited to examine and approve the demand for public security professionals trained by the school, taking into account factors such as school conditions, service orientation, and students' status over the years. Coordinate the preparation of provincial (autonomous regions and municipalities) enrollment plans for local public security organs and vertical management departments to enter the police employment, appropriately tilt to hard and remote areas, focus on the urgent need for actual combat and emerging frontier public security majors, and fully implement the national "special plan for targeted enrollment in rural and poverty-stricken areas". Due to the characteristics of high load, high confrontation, high pressure and high risk in public security work and the special requirements of the people's police profession, the number of female students majoring in public security in public security colleges does not exceed 15% of the total enrollment plan.

Article 12 The enrollment plan for law majors in public security colleges shall be compiled according to the demand for talents, the conditions for running schools and the situation of students.

Chapter V Qualifications and Requirements for Applying for Public Security Major

(5) Age 16 years old and under 22 years old (born between September 1 day 2000 and August 3 1 day 2006), unmarried;

(6) graduated from ordinary high school;

(7) Having good ideological and political quality and moral conduct, and meeting the political conditions for the enrollment of public security majors in public security colleges;

(eight) have good physical conditions and psychological quality, in line with the recruitment interview, physical examination and physical examination standards of public security majors in public security colleges.

Fifteenth candidates who apply for the public security major of public security university must participate in political investigation, interview, physical examination and physical fitness assessment organized by the Political Department of the provincial public security organ of their origin. If the conclusion of political examination, interview, physical examination or physical fitness assessment is unqualified, it will not be accepted. Candidates' native place is where they registered when they took the college entrance examination.

Article 16 The items and standards of political examination shall be implemented with reference to the Measures for Political Examination of the Employment of Civil Servants (Trial), the Measures for Political Examination of the Employment of People's Police by Public Security Organs and the Notice on Doing a Good Job in Political Examination of the Employment of People's Police by Public Security Organs.

Nineteenth items and standards of physical health assessment shall be implemented in accordance with the relevant provisions of the National Student Physical Health Standard (revised 20 14). Details are as follows:

(1) 50 meters. Measurable times: 1 time, and eligibility criteria: male ≤9.2 seconds, female ≤ 10.4 seconds;

(2) Standing long jump. Measurable times: 3 times, and the eligibility criteria: male ≥ 2.05m, female ≥1.5 m;

(3) 1000 meter run (male) /800 meter run (female). Measurable times: 1 time, and qualified criteria: male ≤4 minutes and 35 seconds, female ≤4 minutes and 36 seconds;

(4) Pull-ups (male)/sit-ups (female). Measurable times: 1 time, and the eligibility criteria: male ≥9 times/minute, female ≥25 times/minute.

All the above four items should be evaluated. Among them, three or more standards have been reached, and the conclusion of physical fitness evaluation is qualified.

Chapter VI Qualifications for Applying for Law Majors

Twentieth candidates who apply for the law major of public security university shall meet the following qualifications:

(six) in good health, in line with the requirements of the "Guiding Opinions on Enrollment Physical Examination of Ordinary Colleges and Universities".

Twenty-first candidates who apply for the law major of public security university do not need to participate in the political investigation, interview, physical examination and physical fitness assessment organized by the political department of the provincial public security organ as stipulated in Article 15 of the Articles of Association.

Chapter VII Admission Rules

Twenty-second public security university all professional admission, in the provinces (autonomous regions and municipalities) without the merger of undergraduate admission batches, the implementation of the first batch of undergraduate admission control scores; In the provinces (autonomous regions and municipalities) that have merged undergraduate admission batches, undergraduate admission control scores are implemented.

Admission arrangements for public security majors are carried out in batches in advance in undergraduate courses. Candidates who are not admitted will not be affected by their admission to other universities in subsequent batches.

The admission of law majors is arranged in the first batch of undergraduate courses; In the provinces (autonomous regions and municipalities) that have merged undergraduate admission batches, it is arranged to be carried out in undergraduate batches.

Twenty-third public security university according to the requirements of the provinces (autonomous regions and municipalities) responsible for the undergraduate entrance examination, determine the proportion of file transfer. In the provinces (autonomous regions and municipalities) that voluntarily file in sequence, the file transfer ratio shall be controlled within 120%; In the provinces (autonomous regions and municipalities) that file according to parallel volunteer, the file transfer ratio is 100%.

Article 24 For the candidates who enter the archives, the public security university implements the admission rule of "score first", and enrolls and determines the majors according to the order of candidates' scores from high to low. There is no difference in professional level when determining majors. Candidates who can't meet all the professional volunteers will be admitted to the school if they make professional adjustments; If you don't obey professional adjustment, you will be dismissed.

The unfinished enrollment plan, with the approval of the provincial admissions department, is admitted through public solicitation. The rules for soliciting voluntary admission and the methods for determining majors are consistent with the provisions of the preceding paragraph. Candidates who participate in the solicitation of volunteers should meet the qualifications of public security majors in public security colleges, and the conclusions of political examination, interview, physical examination and physical fitness assessment are all qualified.

Twenty-fifth public security colleges in the admission and determination of major, if the candidates file scores are the same, the same sorting rules are:

(3) In the provinces (cities) that implement the comprehensive reform of "3+ 1+2" college entrance examination, compare the candidates' Chinese and math scores, the highest scores in Chinese and math, foreign language scores, preferred subjects, the highest scores in multiple-choice subjects and the second highest scores in multiple-choice subjects in turn.

Twenty-sixth public security colleges and universities in the transfer of files, recognized the provinces (autonomous regions and municipalities) in charge of education in accordance with the relevant provisions of the Ministry of Education to give candidates extra points. Chapter VIII Access Review

Article 30 Public security colleges and universities shall, within 2 months after students majoring in public security enter school, carry out re-examination work such as qualification examination, student origin examination, political examination examination, file examination and physical examination re-examination in accordance with relevant regulations. Those who pass the review will be registered as students; Unqualified, cancel the admission qualification.

The public security university shall, after the students majoring in law report for duty, conduct the qualification examination for admission in accordance with the relevant provisions. Those who fail the examination will be disqualified.

Chapter IX Graduation and Employment

Article 31 The public security university shall issue the undergraduate diploma of general higher education of the People's Public Security University of China to students who meet the graduation requirements of this major within the specified time; Students who meet the relevant provisions of the school's degree granting shall be awarded the bachelor's degree certificate of general higher education.

Article 32 According to "Opinions on Strengthening the Recruitment of People's Police in Public Security Organs" and "Opinions on Reforming the Recruitment and Training System of Public Security Professionals in Public Security Colleges" and other documents, students majoring in public security in public security colleges who meet the graduation conditions and the qualifications of people's police can take the unified recruitment examination for public security graduates in public security colleges. Among them, those who are employed by local public security organs shall, in principle, apply for positions in local public security organs; Those who are employed by railway police organs are limited to apply for positions in railway police organs; Those who are employed by the Capital Airport Public Security Bureau are limited to apply for positions in the Capital Airport Public Security Bureau; Those who are employed by the exit-entry administration are limited to apply for positions in the exit-entry administration.

Article 40 If the previous provisions on undergraduate enrollment in public security colleges are inconsistent with these Articles of Association, these Articles of Association shall prevail. If the Articles of Association are inconsistent with relevant laws, regulations and policy documents, the relevant laws, regulations and policy documents shall prevail.

Article 41 The Admissions Office of the People's Public Security University of China shall be responsible for the interpretation of these Articles of Association.

Article 42 The Articles of Association shall come into force as of the date of promulgation.
