Attention should be paid to the four types of files that have been used.

For many graduates looking for a job unit, they all think that the unit will handle the files well, but we must pay attention to the following problems. As far as the current national policy is concerned, the units with archives management authority are divided into two categories. One is the former state-owned and collective enterprises, with party committees at or above the county level. Although these units have been restructured, employees' files have always been managed by enterprises themselves. The other is the units that have no file management authority, such as private enterprises and foreign-funded enterprises. At present, the employee files of such units need to be managed by talent exchange service centers, employment service centers and other institutions. Therefore, graduates should pay attention to the ownership of files: whether the school sent the files to the correct address, implemented the file storage unit, and confirmed whether the file storage unit has the file management authority.

After the Spring Festival, it is the peak of job-hopping for graduates. After the graduates are employed, they need to hold the file transfer letter issued by the file management organ and unit, their valid identity documents and the relevant certificates of the unit where the files are transferred, and go to the file management institution to handle the file transfer business. It should be reminded that graduates should check whether the archival materials are complete, especially the school registration materials (such as academic qualifications, degrees, training graduation reports, employment notices) and the materials of the party group are complete; After signing the labor contract, pay attention to the employment materials (employment registration form, labor contract, etc. ) are all complete.

"Grading after graduation" is a personnel management concept under the original planned economy system. Unemployed, know where the files are.

For unemployed graduates, archives can not be ignored. According to the regulations, the archives of graduates who have not implemented the dispatch period of the employer are generally transferred back to their original places. These graduates can go to the local graduate employment department to check the files, and pay attention to whether the file materials are complete.

After the employment unit is implemented during the dispatch period, the reassignment procedures can be handled at the graduate employment office. It is suggested that the file transfer letter and valid identity certificate issued by the file department of the new employer be sent to the file department for timely file transfer.

During the dispatch period, graduates must have the receiving unit to extract files and go through the dispatch procedures. When extracting files, the employer shall arrange a special person to hold the registration card, ID card and filing certificate, and shall not entrust the graduates themselves or others to extract them.

In 2002, the state issued a document, allowing graduates who have not yet implemented their household registration and files to stay in school for two years. After the implementation of the work unit, the account and files will be moved to the place where the work unit is located. If the application for file detention has not been implemented for more than two years, the school will move its files and accounts back to their original places, and the school will no longer issue employment registration cards for them. This method is suitable for graduates who have employment aspirations but have not yet found employment. Its advantage is that the school has high integrity, and there is no extra charge for keeping household registration and files on its behalf. Its disadvantage is that the graduates' files only extend the employment period, and they have no personnel affiliation with the school, so they can't issue certificates involving personnel relations.

The third is to transfer files to employment agencies or talent exchange centers. This method is more suitable for graduates who are preparing for postgraduate entrance examination, entrepreneurship and flexible employment. Its advantage is that it is convenient for graduates to solve some practical problems, but its disadvantage is that it is easy to cause poor information because graduates communicate with the guidance center relatively little. But in fact, they can't enjoy the same treatment as fresh graduates, can't be graded and turned positive, and can't pay old-age insurance. ...

Return to the original place: the file returns to the original place for one year.

Because there is no trace of work experience in the file, even if he has worked hard for a year, he has no qualifications, no "three risks" and no grading, so the new unit can't set his salary standard, and he can only apply for full-time grading as a newly graduated college student with a monthly salary of 800 yuan 1 year.

After working in the trade newspaper for 1 year, Dong, who was in high spirits, resigned and started a small public relations company with his friends. He worked off and on for three years, but according to the file, his length of service was only 1 year. The employment is not smooth, and the files are always kicked around. This year, Li Xiao made up his mind to get a postgraduate degree in Tsinghua through hard work. However, when it comes to hukou and files, the school and the talent exchange center have different opinions: "The school said that once the hukou is moved back, I can't prove that I am from Beijing when I graduate, and it is more troublesome to apply for a job. But the talent exchange center said that the hukou must be tied to the file. Since the file is in Tsinghua, the account must go back. " In this way, five years after graduation, Li Xiao made a detour, turning the original collective account into a temporary account, and the files returned from school to school.

Expert: The function of the traditional personnel file system is gradually weakening.

Professor Deng Shaoxing from the Archives Department of Renmin University of China believes that the frequent flow of talents makes more and more employees become social people, and the role of personnel files is diluted, which is an aspect of social progress in a sense. Quite a few cities in China have explicitly or implicitly promised that senior talents are not restricted by personnel files, which shows that talents have become an important strategic resource for local social development, and the curtain of talent war has been slowly opened; On the other hand, it also shows that the function of the traditional personnel file system is gradually weakening.

Although the decisive role of archives is fading, it does not mean that archives are not important to individuals, especially under the current system in China, such as pension insurance, medical insurance, unemployment insurance and other national compulsory welfare policies, job title evaluation, various political trials and so on. Personnel files are still needed. At present, some areas have made breakthroughs in this regard. For example, Shanghai has lifted the restrictions on handling social security files. Employees with files in other places can apply for "four gold" (unemployment, pension, medical insurance and housing) in Shanghai as long as they transfer files to determine their length of service.
