Article 3 of the Provisional Regulations on the Administration of Registration of Public Institutions: After being approved by the people's governments at or above the county level and their relevant competent departments (hereinafter referred to as the examination and approval authorities), public institutions shall register or put on record in accordance with the provisions of these Regulations. Article 2 The term "institution" as mentioned in these Regulations refers to a social service organization organized by state organs or other organizations with state-owned assets for the purpose of social welfare and engaged in education, science and technology, culture and health. A public institution shall have the status of a legal person. Article 6 To apply for the registration of a public institution as a legal person, the following conditions shall be met: 1. Established with the approval of the examination and approval authority. 2. Have its own name, organization and place. 3. Having employees who are suitable for their business activities. 4. It has a source of funds suitable for its business activities. 5. Be able to bear civil liability independently.
From the above, it can be concluded that both public and private universities have the nature of legal persons, and their campuses belong to their places. Therefore, the university campus is not an open public place. Teachers and students in the university belong to the university and have the right to use it together, so it is of common significance to them.
