Chapter I General Provisions

Article 2 The state subsidizes college students to perform compulsory military service, which refers to the one-time compensation paid by the state for the tuition fees or national student loans (including national student loans on campus and credit student loans from students' places of origin, the same below) when they enlist for compulsory military service. Students who attended institutions of higher learning before compulsory military service (including freshmen enrolled in institutions of higher learning according to the national enrollment regulations) retain their school status or admission qualifications according to the relevant provisions of the state during their service, and voluntarily return to school or enroll after retirement, and the state implements tuition fee reduction and exemption.

Article 3 The term "institutions of higher learning" as mentioned in these Measures refers to full-time public institutions of higher learning, private institutions of higher learning and independent colleges (hereinafter referred to as institutions of higher learning) that have been approved to set up and implement higher education in accordance with relevant state regulations.

Article 4 The term "college students" as mentioned in these Measures refers to graduates, students and freshmen of full-time undergraduate colleges (including vocational colleges), graduate students and second bachelor's degrees, and graduates, students and freshmen of undergraduate colleges (vocational colleges) enrolled by adult colleges (hereinafter referred to as "college students").

Chapter II Standards and Duration

Article 6 The standards for tuition compensation, national student loan compensation and tuition remission shall not exceed 6,000 yuan per junior college student, 8,000 yuan per master student and 0/10,000 yuan per doctoral student every year. If a student who receives tuition compensation obtains a national student loan during his school days, the compensation funds must be used to repay the national student loan first. If the compensation amount is higher than the national student loan amount, the higher part will be returned to the students.

Article 8 The years of tuition compensation, national student loan compensation and tuition remission shall be calculated according to the corresponding study years of undergraduate, junior college (higher vocational), postgraduate and second bachelor's degrees as stipulated by the state. Taking the time of enlistment as the standard, the years of study required before enlistment are tuition compensation or national student loan compensation; The remaining period of the years of study prescribed by the state that should be completed after retirement is the period of tuition remission; Continuing education after resuming school is not within the scope of tuition reduction.

The years of tuition compensation or national student loan compensation for college graduates, undergraduate and graduate students, secondary vocational and higher vocational students, and second bachelor's degree graduates shall be calculated according to the learning time specified for completing the learning tasks of undergraduate, master's, higher vocational and second bachelor's degree respectively.

Chapter III Application and Approval

Article 9 College students applying for state-funded compulsory military service shall follow the following procedures:

(1) College students who apply for enlistment log in to the college student recruitment registration system, fill in and print the Application Form for National Student Loan Compensation for College Students' Enrolment Tuition as required (in duplicate, hereinafter referred to as the application form) and submit it to the school student financial assistance management department. Students who have obtained national student loans during their school days are required to provide a copy of the national student loan loan contract signed by themselves and a one-time repayment loan plan.

(2) After the relevant departments of the school verify the relevant information of the application form, such as the qualification, standard and amount of student financial assistance (such as student loans from students, the school should contact the loan handling bank or the county-level student financial assistance management institution at the loan handling place to confirm the loan amount), the application form shall be stamped with the official seal, with one copy retained and one returned to the students.

(3) Students shall submit an Application Form to the conscription office of the people's government at the county level where they join the army (hereinafter referred to as the conscription office at the county level). After the students are approved to join the army after passing the physical examination of conscription, the county conscription office will stamp the official seal on the application form and return it to the students.

Article 10 After receiving a copy of the application form and the notice of enlistment sent by students, the financial aid management department of colleges and universities shall examine all the contents. Those who meet the requirements shall promptly compensate students for tuition fees or national student loans.

For the students who apply for the national student loan, the school will repay the principal and interest of the national student loan to the bank in one lump sum according to the repayment plan, and send the repayment bill issued by the bank to the students themselves or their parents. If there are any remaining funds after repaying all the loans, remit them to the address or account designated by the students.

Article 11 Students who voluntarily return to school after retirement shall apply to the school for tuition remission after reporting to the school, and fill in and submit a copy of the Application Form for Tuition Relief for Retired College Students and the Certificate of Retirement from Active Service. After receiving the application materials, the school student financial assistance management department shall timely review and confirm the students' application qualifications. Those who meet the requirements shall go through the formalities of tuition fee reduction and exemption in time.
