Responsibility for disclosing informer information:

2. Any social organization or individual has the right to report or accuse violations of this Law to the relevant state organs. Those who disclose the reported matters, the acceptance of the report and the relevant information of the informant shall be punished according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law;

3. If the informer's information is leaked by the guide or the person directly responsible, the supervisory organ will deal with it according to law, and the leaker will bear the responsibility of administrative violation. The people's government with leadership responsibility or the person in charge of the education administrative department of the people's government should take the blame and resign.

Article 25 of the Higher Education Law of People's Republic of China (PRC)

The establishment of institutions of higher learning shall meet the basic conditions stipulated in the Education Law.

Universities or independent colleges should also have strong teaching and research strength, high teaching and research level and corresponding scale, and be able to implement undergraduate and above education. Universities must also have more than three disciplines as the main disciplines stipulated by the state. The specific criteria for the establishment of institutions of higher learning shall be formulated by the State Council.

Specific criteria for establishing other institutions of higher education shall be formulated by the relevant departments authorized by the State Council or the people's governments of provinces, autonomous regions and municipalities directly under the Central Government in accordance with the principles stipulated by the State Council.

Article 26

The establishment of institutions of higher learning should use corresponding names according to their levels, types, disciplines, scales, teaching and scientific research levels.
