The two are different.

June 1998 Xinjiang Medical College and Xinjiang College of Traditional Chinese Medicine merged to form Xinjiang Medical University, so Xinjiang Medical College is the predecessor of Xinjiang Medical University.

The First Affiliated Hospital of Xinjiang Medical University was founded in 1956, which is one of the key construction projects of the Soviet Union's First Five-Year Plan for China 156. It integrates medical treatment, teaching and scientific research, and is one of the affiliated hospitals of Xinjiang Medical University.
