The red-headed document entitled "Letter on Ning Zetao's Returning to the Navy for Training" is entitled "Swimming Management Center of the State General Administration of Sport", which clearly lists Ning Zetao's actions in violation of the relevant regulations of the State General Administration of Sport and the China Swimming Association, including "unauthorized endorsement of advertisements", "disobedience to the national team's competition arrangements" and "refusal to participate in relay event qualifiers".
