Chapter I General Provisions
Article 1 In order to further standardize the enrollment procedures and ensure the smooth enrollment in accordance with the guiding ideology and admission principles of "enrollment according to law" and "fair competition, fair selection, comprehensive evaluation and merit-based admission", these Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and the relevant provisions of the Education Department of Heilongjiang Province.
Article 2 The full name of the school is Heilongjiang University, located at No.74 Xuefu Road, nangang district, Harbin.
Article 3 The school is a full-time ordinary institution of higher learning organized by the People's Government of Heilongjiang Province, and the higher-level competent department is the Education Department of Heilongjiang Province, which is an institution approved by the Ministry of Education and the People's Government of Heilongjiang Province.
Article 4 As a provincial key comprehensive university in Heilongjiang Province, the school is based on the whole province, facing the whole country, focusing on undergraduate education, and enrolling and cultivating undergraduates, master students, doctoral students, international students and adult students. The school adopts a diversified and open mode of running schools, highlights the government's dominant position in running schools, and actively carries out other forms of running schools.
Article 5 Schools should give full play to the advantages of multidisciplinary integration and mutual penetration of comprehensive universities, deepen the reform and innovation of education and teaching based on the credit system, rely on the advantages of foreign languages, highlight the open, interactive, multi-level and international school-running mode, establish and improve the teaching quality evaluation and supervision mechanism, and ensure the quality of personnel training.
Chapter II Organizational Structure and Responsibilities
Article 6 In order to strengthen enrollment management, the school has set up a full-time undergraduate enrollment leading group with the principal as the leader, the deputy secretary in charge of enrollment teaching, the vice president and the secretary of the Disciplinary Committee as the deputy heads, and the heads of relevant departments as members, which is responsible for leading the enrollment work of the school; Under the leading group office, the office is located in the enrollment and employment guidance center. At the same time, according to the relevant regulations of the state, the school has also set up an enrollment supervision office to be responsible for the enrollment supervision of the school. The supervision room is located in the Commission for Discipline Inspection (supervision room).
Article 7 The Admissions and Employment Guidance Center is the functional department of the school responsible for enrollment, which is specifically responsible for the enrollment of undergraduate majors under the leadership of the competent school. Its duties are:
1. Study, demonstrate, compile and submit for approval the school-wide scale plan and annual enrollment plan.
2. Multi-channel and multi-measures to strengthen the publicity of school enrollment. Organize publicity materials, design and introduce the school's special dishes every year, and distribute them to the middle schools and related units in the producing areas.
3. Strengthen the study of enrollment policy, track the trends of national and provincial enrollment policies, actively participate in the research and exploration of enrollment policy reform, and implement new ideas of school enrollment reform.
4. Responsible for organizing the implementation of all kinds of school entrance examination.
5. Organize the implementation of full-time undergraduate enrollment.
6. Responsible for the release of admission information, the summary of freshmen roster, the handover of materials, the filing of relevant documents and the analysis and summary of annual enrollment.
7. Understand the enrollment situation of colleges and universities nationwide, and receive various forms of consultation such as visits, calls and letters.
8. Complete the related work assigned by the Ministry of Education, Heilongjiang Provincial Department of Education and school leaders.
Chapter III Enrollment Plan and Admission Rules
Article 8 The school enrollment plan shall be implemented in accordance with the provincial enrollment plan approved by the Education Department of Heilongjiang Province. The enrollment policies, application conditions and enrollment plans for special types of enrollment shall be implemented in accordance with the relevant documents of the Ministry of Education and the provincial enrollment management departments.
Ninth school appointment plan is used to recruit candidates with the same score and adjust the quality of students in each province. The use of the reserved plan must be decided by the collective research of the full-time undergraduate enrollment leading group of the school. For some provinces with good quality of students, an increase plan must be put in before batch filing, and admission should be made according to candidates' wishes and grades.
Article 10 A school enrolls students from high scores to low scores according to the enrollment plan of the school where the students are located and the wishes of the candidates themselves, and in accordance with the provisions of the Ministry of Education on the relevant documents on enrollment of ordinary colleges and universities in that year.
Eleventh school admission adopts the computer online remote admission method.
Twelfth schools are admitted according to the admission method determined by the provincial admissions management department where the students are located.
Article 13 When enrolling students by major, the principle of "giving priority to scores and following volunteers" shall be implemented, and there is no grade difference between professional volunteers (candidates from Inner Mongolia Autonomous Region shall determine their major according to the admission rule of "queuing for admission according to professional volunteers within the enrollment plan 1: 1"). Candidates with the same total score in the college entrance examination at the time of professional (class) admission shall be admitted according to the ranking rules determined by the provincial admissions department; If there is no score ranking rule, candidates from the comprehensive reform provinces will be admitted in the order of Chinese, mathematics and foreign languages, candidates from other provinces will be admitted in turn according to the score ranking rule of single subjects, liberal arts will be admitted on the basis of Chinese, foreign languages and mathematics, and science will be admitted in the order of mathematics, foreign languages and Chinese. In any of the following circumstances, the file is generally removed.
1. Candidates' scores did not reach the minimum admission line of the school;
2. The candidates' scores did not reach the minimum admission line of the reported major, and they did not obey the distribution;
Fourteenth candidates who meet the national care policy and enjoy the policy of adding points and reducing points can add points and reducing points according to the provisions of the provincial admissions management department; Candidates who enjoy the care policy take the original results of the college entrance examination as the basis for admission and distribution of majors.
Article 15 The admission of all majors in the school shall be based on the total score of the college entrance examination, and there is generally no specific requirement for the score of a single subject.
Sixteenth in addition to foreign language majors, other majors do not restrict languages.
English, Translation (English), Business English, German, French, Spanish, Japanese, Korean and Arabic majors only recruit candidates whose foreign languages are English; Russian and translation (Russian) majors only recruit candidates whose foreign language is English or Russian.
Foreign language teaching for the majors of finance, international economy and trade, Chinese international education, communication, computer science and technology, software engineering, network engineering, Internet of Things engineering and e-commerce is conducted in English. English and Russian are used in foreign language teaching for all majors in Sino-Russian College, and other languages should be carefully reported.
Seventeenth art majors are admitted by the provincial unified examination results. Within the scope of candidates' electronic files entered by the Provincial Admissions Office, art majors and radio and television directors are admitted from high to low according to the results of the college entrance examination; Candidates with the same college entrance examination results will be selected according to the provincial unified examination results of professional courses. If the results of the provincial-level unified examination of professional courses are still the same, the examinations shall be selected according to the sorting rules of Chinese, foreign languages and mathematics scores in cultural courses. Music performance major: arrange admission according to the scores of the provincial unified examination of professional courses from high to low; Professional courses and provincial unified examination results are the same, according to the results of cultural courses; Those with the same scores in the culture class will be selected according to the ranking rules of Chinese, foreign languages and mathematics scores.
Eighteenth schools should implement the "guiding opinions" and the relevant provisions of the Ministry of education and the Ministry of health, and make no special requirements for the physical conditions of candidates.
Chapter IV Fund Management and Enrollment Supervision
Nineteenth school enrollment funds come from the administrative funds of Heilongjiang University.
Twentieth schools charge tuition and accommodation fees according to the standards approved by the Development and Reform Commission of Heilongjiang Province and the Finance Department of Heilongjiang Province.
Twenty-first schools have national scholarships, national inspirational scholarships, freshman scholarships, comprehensive scholarships and learning model scholarships; Students from poor families can also apply for state grants, scholarships for outstanding poor students and social sponsorship scholarships. The school assists students from poor families to apply for interest-free student source credit loans or apply for national student loans after entering school.
Twenty-second schools strictly abide by and implement the relevant policies, principles and disciplines of the state, the Ministry of Education and the Heilongjiang Provincial Department of Education, and severely deal with units and individuals who violate the enrollment procedures and disciplines and engage in malpractices for personal gain in the enrollment work. If the circumstances are serious, it will be handed over to judicial organs.
Chapter V Supplementary Provisions

Article 25 The Articles of Association shall be revised by the Ministry of Education and the provincial enrollment management department where the students are located according to the adjustment of the enrollment policy in that year. In case of any conflict between the Articles of Association and national laws, regulations and superior policies, the latter shall prevail.
Article 26 The right to interpret the Articles of Association belongs to the leading group for full-time undergraduate enrollment of Heilongjiang University.
Article 27 The Articles of Association shall come into force as of the date of promulgation. In case of any conflict between the previous requirements and policies of the school on enrollment and the Articles of Association, the Articles of Association shall prevail.
