Shortly after the summer vacation began, I had a week-long social practice in Xi 'an Water Conservancy and Flood Control Department. Through my own observation and the help of the staff, I have learned a lot of knowledge that I can't learn in school, and I have a deeper understanding of water conservancy and flood control knowledge.
As a permanent office of the flood control and drought relief headquarters at all levels, the main functions of the flood control and drought relief office are: first, timely and accurately grasp the water situation, drought and disaster situation; The second is to put forward opinions on the annual and phased work of flood control and drought relief; Three, the implementation of government and flood control decisions, instructions and flood control and drought control orders. Therefore, finger prevention is not only an important staff officer for the government to direct flood control and drought relief, but also a specific office to implement the orders and decisions of the government and finger prevention. Flood control duty is an important link in finger prevention work, and its quality will directly affect the success or failure of flood control and drought relief work.
In the flood season, disasters such as rainstorm, flood and typhoon are prone to sudden, and flood control engineering facilities will also have abnormal phenomena when they operate in the natural environment. In order to prevent accidents, flood control institutions at all levels have established a flood control duty system, which enables flood control institutions to grasp and transmit floods in time, strengthen contact from top to bottom, coordinate in many ways, and give full play to their pivotal role.
Flood control duty is an outpost for flood control and drought relief headquarters at all levels to master flood dynamics in flood season. In practice, I think they have done a good job on the whole, but I also found some problems in the current flood control work, such as leaving the post without authorization, leaving the post late and leaving early. Some staff members are not serious about their work attitude and engage in other things during work. The main reason is that they don't pay attention to the importance of flood control duty, and think that flood control duty is dispensable, but they don't know that this has made a major mistake. Flood control task is by no means dispensable. Without flood control duty, they will not respond to the disaster at the first time, thus minimizing disaster losses and protecting people's lives and property.
In this regard, I suggest strengthening the discipline construction of flood control duty, overcoming paralysis and fluky psychology, conscientiously implementing the instructions of finger prevention and dispatching, and doing all kinds of flood control preparations according to the flood control plan. In order to ensure the smooth flow of information, 24-hour flood control duty is implemented during the critical period of flood control, and flood control duty personnel are required to strictly observe flood control discipline and enter the flood control role as soon as possible, and they are not allowed to leave their posts without authorization during the duty period to prevent the phenomenon of empty shifts. If there is any problem, it should be reported in time, and the duty record should be made carefully to ensure the smooth flow of flood control information. The personnel on duty for flood control shall strictly abide by the regulations on duty, and shall not leave their posts without leave or neglect their duties. The personnel on duty for flood control should protect the relevant equipment, master the use method skillfully, and strictly abide by the equipment operation rules to ensure the normal operation of the equipment. Once the equipment breaks down, it must be reported to the relevant leaders in time and quickly eliminated. The personnel on duty should enter the post on time, and if they can't get to the post for some reason, they should ask the relevant personnel to replace them in advance, or report to the leader on duty and request a shift adjustment; The successor shall briefly explain the duty situation and to-do list to the successor, and shall not leave the post without leave to the successor; Successors should carefully check the duty records and finish the to-do list in time.
