Xu Chen, male, 1974, from Lantian County, Shaanxi Province. Doctor of Law, mainly engaged in administrative law research in China. He is currently an associate professor at Wuhan University Law School and a part-time judge at the Administrative Court of Hongshan District People's Court in Wuhan. He has published books such as Power Competition: System Choice of Controlling Administrative Discretion, Legal Practice of Private Enterprises, Reader of Civil Servants' Administration by Law, Cases of Administrative Law and Administrative Procedure Law, and published more than 20 academic papers and essays.
