Undergraduate transfer in American universities
First of all, the transformation of Penn State University into a guest is a myth. Penn State University is a public university and Penn State University is a private university. The two schools have nothing in common except their names. If you study undergraduate in Pennsylvania State, graduate students also need to apply to the University of Pennsylvania. There are no preferential terms.

The one-week improvement is limited to the transfer from public universities to public universities, because public universities will take care of residents and students this week. Therefore, it is easier for UCI to transfer to UCB than other schools of the same grade as UCI, but it is completely different to transfer to Stanford for the same reason as Pennsylvania State to UPenn.
