1June, 900, Eight-Nation Alliance invaded China. 190 1 In September, the Qing government was forced to sign the "Xin Chou Treaty" and compensate 450 million silver, which was called "boxer indemnity" in history. 1904, the United States claimed that the compensation received was "already too much" and could be used to "drop out of school". During the period of 1908, after many discussions, China and the United States decided on matters related to the refund of school fees.
1906, James, president of the University of Illinois in the United States, wrote a passage in the memorandum to the President of the United States in 1906, which reflected the real purpose of the United States to refund the school: "Now we must be able to control the development of China in the most perfect and ingenious way-that is, to dominate the leaders of China intellectually and spiritually." It is more reliable for business to follow the spirit than to follow the flag. "
