On August 1 1, 2004, Xu Qin, Mayor of Shenzhen, Shakhrai, Vice President of Moscow University, and Guo Dacheng, Secretary of the Party Committee of Beijing Institute of Technology, signed the Cooperation Agreement between Shenzhen Municipal Government and Moscow University and Beijing Institute of Technology, which marked a new stage in the preparatory work for MSUBIT University in Shenzhen.

On August 3, 2005, the Ministry of Education officially issued a document approving the establishment of a Chinese-foreign cooperatively-run school with legal personality-Shenzhen MSUBIT University. This indicates that through the joint efforts of Shenzhen Municipal Government, Beijing Institute of Technology and Moscow University, the preparatory work for the first cooperative university in China to introduce Russian high-quality educational resources has entered a new stage.
