Colleges and universities directly under the Ministry of Education may submit project proposals for construction projects to the Ministry of Education for examination and approval due to the needs of planning, design, land acquisition and investment.

Colleges and universities directly under the central government shall provide the following materials when applying for project proposal approval:

(3) Campus planning;
