The first is about the management and use of the "volunteer letter for joining the party"

(1) Receiving and distributing

The Organization Department of the Party Committee of our school issues the Volunteer Letter for Joining the Party twice a year: 1 quarter, which is 40% of the number of plans for developing party member in the previous year; Party member's development plan has been determined, and the rest will be distributed. After two centralized distribution, except for replacement (replacement), it is no longer distributed sporadically.

When the secondary party organizations collect it centrally, the Organization Department of the Party Committee shall fill in the Registration Form for the Issuance of Party Membership Volumes (attachment 1), and register in detail the issuing unit, quantity, time, issuance number and agent of the Party Membership Volumes.

2. The secondary party (industry) committee with the authority to prepare for party member's examination and approval, after the development object has passed the pre-examination, will issue the "Volunteer Letter for Joining the Party" with the name of the development object printed on the cover to the party branch, and the secondary party (industry) committee will carefully fill out the "Registration Form for Issuing Volunteer Letter for Joining the Party" (Annex 2).

3. According to the actual needs, the Party branch appoints a special person to the second-level Party (Industry) Committee where it is located to receive the "Volunteer Letter to Join the Party" and distribute it to the corresponding development objects, fill in the "Registration Form for the Use of Volunteer Letter to Join the Party" (Annex 3), and establish a detailed management ledger corresponding to the book, so as to achieve one person and one number. Each development object has only one printed number "Volunteer to Join the Party". In principle, once the number is issued, it shall not be changed or replaced at will.

(two) lost (invalid) and replacement (replacement)

1. If the application for joining the Party is lost, misspelled or damaged, the registration shall be withdrawn in time, and the original number shall be invalidated in time. Every year in June and 65438+February, summarize and report the lost (invalid) registration form of the second-level party Committee's application for joining the Party (Annex 4) to the Party Committee Organization Department of our school.

2. If the quantity is insufficient due to loss or failure during use, it shall apply for replacement in time. When replacing or reissuing, you should use the new number of the application for joining the Party, return the invalid application for joining the Party at the same time, and carefully fill in the Registration Form for Replacement (Reissuing) of the Application for Joining the Party (Annex 5), detailing the reason, quantity, time and number of replacement, and make a good registration.

Second, the relevant requirements

"Volunteer to join the Party" is uniformly printed by the Organization Department of the Provincial Party Committee and numbered by year. It was valid in that year, and it is not allowed to use the "Volunteer Letter for Joining the Party" at inter-annual intervals, and it is not allowed to reprint it without authorization. All secondary party organizations should strengthen the management of the "Volunteer Letter for Joining the Party", designate a special person to keep it, and establish a registration system for sending and receiving to prevent theft and loss. It is necessary to guide the Party branch to correctly use the "Volunteer Letter for Joining the Party" to avoid damage and wrong filling to the maximum extent.

(1) The original "Volunteer Letter for Joining the Party" which is not numbered uniformly has stopped using since 20 16 12 3 1, and all secondary party organizations are requested to return it to the Party Committee Organization Department of the school for unified destruction.

(2) party member, which was developed before June 365438+February 3 1 and February 20 16, continues to use the original Letter of Willingness to Join the Party (including the resolution that the Party branch has convened general party membership meeting to receive and prepare for party member, but the grassroots party (work) committee has not yet approved it).

(3) From 20 17, the unused Letter of Willingness to Join the Party was returned to the Organization Department of the Party Committee of the school before 65438+February 3 1 that year and the beginning of the following year 10. The secondary party organizations shall not use the party member Development Plan and the "Volunteer Letter for Joining the Party" across the year. It has been included in party member's annual development plan, but before 65438+February 3 1 of that year, the Party branch had not convened general party membership meeting to adopt the resolution of receiving and preparing party member, which was included in the next year's development plan and used the next year's Letter of Intention to Join the Party.

(4) Before June 65438+February 3 1 every year, all secondary party organizations should sort out the use of this year's Volunteer Letter to Join the Party, fill in the Registration Form for the Use of Volunteer Letter to Join the Party (Annex 6), and submit it to the Party Committee Organization Department of the school for the record.

The secondary party organizations are requested to earnestly implement the relevant work requirements, and arrange personnel to go to the Organization Department of the Party Committee (Room 6 18, Zhongshan Building) before March 365438 (Friday) to receive the first batch of printed-numbered "Volunteer Letter for Joining the Party" and return the original "Volunteer Letter for Joining the Party" without a unified number.
