Take a taxi from Shenyang Railway Station to Shenyang Normal University, and the price will not exceed that of 30 yuan. It takes about half an hour. If you take a bus, take bus No.255 in the north of Shenyang Railway Station and get off at Shenyang Normal University Station. But the 255 road is a bit circuitous, and the whole journey is about 1 hour, only a lot more.
