In order to show the concern of the Party and the government for poor students from ordinary undergraduate colleges and higher vocational schools and help them complete their studies smoothly, according to the State Council's Opinions on Establishing and Perfecting the Financial Aid Policy System for Poor Students from Ordinary Undergraduate Colleges, Higher Vocational Schools and Secondary Vocational Schools (Guo Fa [2007]13), the national financial aid policy is implemented.
State grants mainly support the living expenses of students from poor families. The average subsidy standard of state grants is 3,000 yuan per student per year, and the specific standard is determined within the range of1500-4,000 yuan per student per year, divided into 2-3 grades. The classification and specific standards of state grants for central universities are determined by the Ministry of Finance in consultation with relevant departments, and those for local universities are determined by provinces (autonomous regions and municipalities directly under the Central Government).
Application criteria:
The application and evaluation of national grants are organized and implemented by universities. Colleges and universities should formulate specific evaluation methods according to the provisions of these measures and report them to the central competent department or the provincial education department for the record. Colleges and universities should give appropriate preference to students in special disciplines such as agriculture, forestry, water, mining, petroleum, nuclear and so on.
College student financial aid management institutions shall, in combination with the identification of the grades of students with financial difficulties in their own schools, organize evaluation, put forward a preliminary list and grades of state aid, and report them to the central competent department or the provincial education department for the record before 1 15 every year.
