Did you go to a foreign distance university in China? You need to read the language first. I have read that some foreign distance universities require students whose mother tongue is not English to have language scores. Otherwise, you can't enter school. Foreign distance education is very developed, and there is mutual recognition of credits between foreign distance universities. But not every university, especially the distance education in good schools, is open to international students.
If possible, consider emigration first, and then study while working abroad. After emigration, your tuition is the same as that of local citizens.
