Selected Graduates is not a civil servant in the general sense. General civil servants recruit civil servants from non-leading countries. Selected Graduates not only has the status of a national civil servant, but also pays attention to cultivating reserve candidates for leading cadres of the Party and government.

3. Different selection procedures.

The selection of Selected Graduates adopts the combination of voluntary registration, recommendation by Party organizations in colleges and universities, and examination and assessment by organizational (personnel) departments. Selected Graduates's interview was organized by the Organization Department of the Municipal Party Committee; The civil service recruitment examination is conducted by written examination and interview, and is not recommended by party organizations in colleges and universities.
