There are two main reasons:

1. The attributes of institutions and dominant disciplines are not dominant.

Generally speaking, in order to be selected as a "double-first-class" world-class construction discipline, the overall level of the discipline must reach the top three in China, and the best achievement of Heilongjiang University in the fourth round of discipline evaluation by the Ministry of Education is that foreign languages and literature have been rated as A-level, although it is already a good level, but it has not yet reached the top level in China;

At present, there are four "double first-class" universities in Heilongjiang Province, namely Harbin Engineering University, Harbin Institute of Technology, Northeast Forestry University and Northeast Agricultural University. According to the selection criteria of "double-first-class" universities published by the Ministry of Education, it is also an important indicator to win three national awards, and Heilongjiang University, as a university specializing in humanities and social sciences, has not gained much in this respect.

2, the geographical location is relatively biased.

We must realize that there are a number of higher-level institutions of higher learning in Heilongjiang Province, including Harbin Institute of Technology, Harbin Institute of Technology, Forestry and Dongnong. Because of the development level of Heilongjiang in the early 20th century and the early days of the founding of the People's Republic of China. As the bridgehead of China's industrialization and modernization, it must be supported by a certain number of talents from institutions of higher learning. However, since the beginning of 2 1 century, the overall influence of Northeast China has gradually declined, and there are currently four "double-class" universities in Heilongjiang Province.
